CLASS CONCEPT/FUNCTION

This is the first class for professional level work in the Environmental Engineer Series of classes for positions that apply engineering knowledge and technology involved in the implementation of federal and state programs, established to identify, solve or eliminate environmental quality, environmental health or sanitary engineering problems. Responsibilities typically include the application of basic engineering practices and principles to protect, improve, or correct environmental conditions in a variety of areas such as soil, water, marine habitat, air or the solid, hazardous and nuclear waste and other environmental areas. Positions are typically responsible for the location and maintenance of monitoring equipment; the analysis of data collected; processing of permit applications to include recommendation of approval/disapproval based upon collection and analysis of relevant data. This class is distinguished from the Environmental Engineer Senior class in that positions are assigned duties normally of a routine nature and restricted to a geographic region or programmatic area.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of routine difficulty in professional environmental engineering, generally requiring the application of standard procedures and techniques in conducting engineering analyses to assure compliance with applicable statutory mandates. Duties typically include the review of engineering permit applications, reports, plans and specifications, inspections, providing technical assistance and consultation on engineering study design and implementation, or permitting of system or facilities in one of the several environmental programs.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Performs work under the general supervision of a higher level engineer. Positions in this class receive some instructions with respect to detail of most assignments and get guidance and direction from other engineers or supervisors on non-routine issues.

Scope: Positions in this class are responsible for evaluating and providing recommendations relative to environmental and sanitary engineering decisions which affect the quality of the environment and the health of citizens.

Impact of Actions: Actions will contribute to decisions which can have significant impact on the environment, public health and safety.

Personal Contacts: Frequent contact with agency personnel and public sector individuals, representing facility owners, businesses and private interests. May have regular contact with technical counterparts from federal and state agencies. Frequent contact with private citizens, business representatives and/or government officials for the purpose of explaining standards, ensuring compliance with standards and providing technical assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Some knowledge of environmental, sanitary or public health engineering principles and practices as applied to a specific environmental issues such as water supply, wastewater, air quality, solid and hazardous waste disposal, and air pollution control and environmental health. Some knowledge of the laws, regulations and practices applied to the administration of a program of environmental engineering.

Skills: None identified for this class.

Abilities: Demonstrated ability to read, interpret and evaluate engineering plans and specifications, solve engineering problems and communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major studies in environmental, civil, chemical, mechanical, sanitary engineering or related engineering discipline.

Level and Type of Experience: None required for entrance into this class.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

CLASS HISTORY

This class was re-titled in October 1988 as a result of the statewide Classification Review/Specification Update Program. This class replaces the Air Pollution Control Engineer A, Environmental Engineer, Water Control Engineer A, Hydraulic Engineer, and Public Health Engineer A classes.
