CLASS CONCEPT/FUNCTION

This is the first level management class in a highway residency. Positions in this class are responsible for assisting in the direction and administration of various aspects of the agency construction, maintenance, public relations and human resource functions in the assigned highway residency. Positions in this class supervise various administrative, budgetary, planning, scheduling and technical activities of a highway residency. This class is distinguished from Transportation Resident Engineer by the responsibility for only a designated portion of a residency operation.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Supervises work of moderate difficulty and scope. The work requires independent judgement in the interpretation, application and implementation of agency, state and federal rules, regulations, policies and procedures. Conducts work activities within established time frames and financial constraints. Implements new or revised operational policies and procedures that will enhance residency efficiency and effectiveness. Prepares budgets. Assists in the administration of construction and maintenance contracts and/or maintenance operatiors in order to ensure that work conducted in the residency meets federal, state and agency requirements. Supervises the implementation of the human resources function in the assigned residency.

Supervision Given: Supervises a variety of maintenance, construction and trades personnel.

Supervision Received: Receives direction from the Transportation Resident Engineer.

Scope: Work activities affect the agency’s ability to implement its residency construction and/or maintenance programs. Decisions made affect multiple work units and sections within the assigned residency.

Impact of Actions: Poor or inadequate decisions affect the residency’s ability to meet its construction and maintenance project commitments in a timely and cost effective manner.

Personal Contacts: Frequent contacts are made with all levels of agency employees; state and local government officials; citizens; a variety of community groups, boards and committees; and local businesses. These contacts are made for the purposes of positively representing the agency’s programs, projects, and operational and administrative objectives; and for identifying and resolving complaints.

 

KNOWLEDGE, SKILLS AND ABTLITIES

Knowledge: Working knowledge of supervisory principles, practices and techniques; the agency’s construction and maintenance programs and policies; federal and state transportation rules, regulations and policies; engineering principles, practices and applications; and agency budgetary techniques.

Abilities: Demonstrated ability to coordinate and prioritize multiple assignments; meet deadlines; respond effectively to emergency situations; interact diplomatically with department personnel, public officials and the general public; interpret and apply state and federal laws, rules, regulations and guidelines; communicate clearly and concisely, orally and in writing, with a variety of individuals; and plan, develop and administer budgets.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with a degree in civil engineering, mechanical engineering, or a related area.

Level and Type of Experience: Progressively responsible experience in the management of highway operational programs and public relations functions or successful completion of the agency’s Engineer Trainee Program.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

CLASS HISTORY

As part of the 1987 Engineering Study, this class was re-titled. Positions assigned to this class were previously included in the Highway Engineer B classification.
