CLASS CONCEPT/FUNCTION

This is the second class, and second managerial level in the Transportation Management Series. Positions in this class direct, manage, and coordinate all of the administrative, budgetary, planning, scheduling, operational, and technical activities of an assigned central office transportation engineering or transportation planning division of the Virginia Department of Transportation. Directs a statewide program establishing its policies, procedures, and guidelines for subordinate staff to carry out the division’s work. This class is distinguished from the Assistant Division Administrator Transportation by the responsibility for directing all activities of a division. It is distinguished from the Director Transportation by the latter's responsibility for directing a combination of related divisions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in the management of a specialized transportation agency division. Positions in this class direct and coordinate, through subordinate managers, the programs, operations, and staff of an entire agency division. Defines, establishes, and implements operating policies and procedures for an assigned division; recommends new and revised administrative operational policies and procedures which impact across division lines; provides policy and procedure, interpretations and specialized technical transportation engineering or transportation planning advice and guidance in areas related to the assigned division, central off ice and district staff. Coordinates division activities, policies and procedure implementations and revisions with other divisions and with field staff to assure statewide uniformity; establishes time frames and priorities to be met by district staff for the assigned area. Prepares administrative services budget for assigned division; allocates both financial and human resources to respond to changing organizational needs and priorities; monitors division accomplishments towards agency objectives; directs changes in procedures and work assignments as

necessary. Manages and monitors the implementation of the employee relations function in the assigned division. Prepares reports, correspondence, and memoranda; provides assistance to Directors Transportation. Represents the division in meetings and on committees with various federal, state, and local agencies.

Supervision Given: Provides general direction to one or more Assistant Division Administrators Transportation.

Supervision Received: Receives administrative direction from a Director Transportation.

Scope: Positions in this class function as the charge position over all programs, operations, staff, and administrative activities for a transportation agency division. Activities influence a statewide transportation engineering or transportation planning program throughout all nine districts and other central office divisions through the planning, monitoring, and provision of oversight to and facilitation of the work activities of field operations related to divisional assignment.

Impact of Actions: The work impacts the expenditure of state and federal funds and public safety and quality of life for citizens. Decisions and recommendations have an important impact on transportation engineering activities for the division program statewide. The work affects departmental operations through the development of statewide policies essential to agency operations and the provision of specialized expertise to field units, enabling district employees to more effectively perform their duties. Work actions are critical because these positions establish, monitor, and enforce standards for contractors and consultants; establish policies, procedures, and design standards which must be followed by cities and counties.

Personal Contacts: Frequent internal and external contacts are made with engineers and officials in other divisions, agencies, organizations, and localities. Contacts are made with federal, state and local officials and with contractors, consultants and businesses to represent the agency’s and the division’s programs, projects, and operational and administrative objectives.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of transportation engineering or transportation planning practices and procedures as they apply to the related program area; of large scale organizational functions related to the management of public service operations; of administrative,

managerial, and supervisory principles and practices; of personnel management principles and practices; and of federal and state highway and/or transportation rules, regulations, and policies.

Abilities: Demonstrated ability to interpret and apply state and federal laws, rules, regulations and guidelines; to communicate effectively, orally and in writing; to develop administrative and operational policies and procedures; to plan, develop and administer budgets; to coordinate, direct, and evaluate the performance of various sections and units; to direct and advise individuals in their work; and to positively represent the agency’s programs, projects, operational and administrative objectives to political officials, business representatives and citizens.

 

QUALIFICATIONS GUIDE*

Licenses or Certifications: None.

Education or Training: Graduation from an accredited college or university with major course work in civil engineering, transportation planning, mechanical engineering, public administration or a related area.

Level and Type of Training: Progressively responsible experience in the management of a transportation engineering or planning program including supervision of a variety of administrative, professional, and technical staff.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class, previously titled Highway Division Administrator, was redefined as a result of an agency management study conducted by the Virginia Department of Transportation, effective June 1991.
