This is the first class and first managerial level in the Transportation Management Series. Positions in this class either manage, coordinate and direct the activities of several specialized transportation engineering or transportation planning sections located in a large Virginia Department of Transportation central office division or serve as deputy division administrator as second-in-charge managing, coordinating, and directing the activities of an entire smaller central office division. Positions in this class manage work activities within the assigned unit, develop and monitor adherence to agency-wide policies and procedures, and provide specialized expertise to field units. The class is distinguished from the Division Administrator Transportation by the latter class’s charge responsibility to direct all activities of a division. It is distinguished from the Transportation Engineering Programs Supervisor by that class’s responsibility for a single or more limited program and less management responsibility, and greater participation in programmatic activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the management of specialized transportation activities. Positions in this class plan and manage, through subordinate supervisors, the programs, operations, and staff of a division or major division segment. Positions develop agency-wide operational and administrative policies and procedures; establish time frames, monitor, and evaluate activities and projects of both division and field units to ensure that work activities are in compliance with federal, state and agency policies and procedures, regulations, and laws; provide specialized expertise to field units; advise the appropriate director and division administrator of the status of the unit’s work activities and projects; recommend necessary changes to accomplish division goals and objectives; assist the Division Administrator Transportation in preparing the operating budget; recommend changes in human and financial resources to meet changing

organizational needs and priorities; prepare reports, correspondence and memoranda including technical transportation-related materials; and obtain and provide information to various federal, state, and local government officials and to private sector individuals. Positions may represent the department at public hearings and committee meetings.

Supervision Given: Provides general direction to Transportation Engineering Programs supervisors and other professional, technical and support personnel.

Supervision Received: Works under the general direction of a Division Administrator Transportation. Work is reviewed in terms of meeting expected results.

Scope: Positions in this class function either as a single division deputy, as second-in-command of a division managing all division programs, or provide technical and administrative control over a large segment of a division. Activities influence a statewide transportation engineering or transportation planning program throughout all nine districts and other central office divisions.

Impact of Actions: The work affects departmental operations through the development of statewide transportation engineering or transportation planning policies essential to agency operations and the provision of specialized expertise to field units. This enables district employees to more effectively perform their duties.

Personal Contacts: Frequent internal and external contact with agency employees, federal and state government officials, the general public, and private sector individuals to provide information on agency policies, procedures, rules and regulations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of administrative, managerial and supervisory principles and practices; personnel management principles and procedures; federal and state highway and/or transportation rules, regulations and policies; and the practices, procedures and technical aspects of the program areas assigned.

Abilities: Demonstrated ability to interpret and apply state and federal laws, rules, regulations and guidelines; to communicate clearly and effectively both orally and in writing; to develop administrative and operational policies and procedures; to plan, develop, and administer budgets; to coordinate, direct, and evaluate the performance of various sections and units; and to advise and direct individuals in the technical aspects of their work.

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in civil engineering, mechanical engineering, public administration, transportation planning, or a related field.

Level and Type of Experience: Progressively responsible experience in the supervision of a transportation engineering or transportation planning program including supervision of a variety of administrative, professional, and technical staff members.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class, previously titled Highway Division Assistant Administrator, was redefined as a result of an agency management study conducted by the Virginia Department of Transportation, effective June 1991.
