CLASS CONCEPT/FUNCTION
This is the highest and supervisory level class in the series for positions that are responsible for applying scholastic theory and practical engineering experience to engineering projects; for developing, coordinating, and monitoring a unified ground transportation planning process; or for scheduling the pre
construction process.
Positions in this class are responsible for planning, developing, coordinating and directing the activities of a major work group or section of a specialized engineering discipline or program within a division or district; or for serving as agency liaisons responsible for coordinating and directing an interactive planning process which may involve all levels of local, state and federal government.
Work requires the application of advanced engineering techniques and/or the application of advanced regional, urban, and transportation planning theories and techniques. The work of positions assigned to this class is characterized by full technical responsibility for interpreting, organizing, executing and coordinating assignments. This class is distinguished from the Transportation Engineer Senior by responsibility for an entire program area.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of unusual difficulty. Positions in this class plan, coordinate, supervise and manage engineering and/or maintenance programs of a narrow scope on a statewide basis or of a comprehensive scope on a regional or district basis; or forecast and plan for the future and present needs of the Commonwealth’s ground transportation programs. Provides assistance in the development of departmental policies and procedures. Interprets and administers federal, state and agency regulations and policies as they pertain to specific program area.

Sets program goals and objectives and determines work priorities of work unit to achieve desired results. Provides advanced technical guidance to subordinates on unusual or complex problems. Evaluates or directs the evaluation of programs and makes recommendations for improvements.
Positions may develop advanced or complex bridge and structure designs and review plans and specifications prepared by others to assure compliance with agency requirements.
May procure consultant engineering services including evaluating and selecting consultants; negotiating fee proposals; and preparing and administering consultant agreements.
Positions may administer and monitor the urban Highway Construction Program for assigned municipalities to include: overseeing and monitoring the provision and expenditure of maintenance funds; assisting municipalities in the selection and prioritizing of construction and maintenance projects; monitoring and expediting urban construction projects from inception to advertisement and execution; and maintaining effective rapport with appropriate officials to enhance the timely and accurate completion of urban programs.
May supervise the establishment of methods of data analysis for the planning/evaluation of a transportation network to include system capacity, levels of uti1izaticn, operational criteria, and cost and revenue needed; utilize computer generated models, prepare forecasts and develop alternative proposals for use in the planning process; negotiate complex contractual agreements; design studies in cooperation with municipality policy and technical committees; direct the apportionment of allocations, in accordance with the provisions of applicable statutes and regulations available for statewide system improvement programs, represent the Agency’s interests on a variety of committees or commissions.
May develop in conjunction with top management, the agency’s long- and short-range pre-construction and maintenance schedules; monitor the schedule at critical points to determine the agency’s adherence to the approved Six-Year Improvement Plan and the continuing availability of federal and state funds; oversee and evaluate the administration of federal and state financial assistance programs for ground transportation system planning, management and improvements.

Supervision Given: Positions provide general supervision to operational, technical and/or professional subordinates, or technical supervision to urban jurisdictions. Al1 positions in this class provide the highest level of technical advice and guidance in their area of, expertise.
Supervision Received: Positions receive general direction from the upper levels of fie1d and divisional management.
Scope: Positions in this class manage engineering programs or projects in a specialized area on a statewide basis or manage a comprehensive engineering program on a regional or district basis; recommendations resulting from completed assignments generally constitute the agency’s position in regard to the development of transportation systems, the programming of construction improvement projects, the allocation of funds, or commit the agency to long- and short-range pre-construction and maintenance schedules.
Impact of Actions: Poor or inaccurate decisions affect the ability of subordinates to effectively and efficiently perform their duties. Work activities affect the agency’s ability to meet commitments to the public and overall engineering program objectives. Errors in analysis of planning data may result in the commitment of financial and human resources to less desirable transportation alternatives or to an unachievable pre-construction schedule. Inaccurate decisions could misrepresent the Commonwealth’s position on transportation planning, program financing and the implementation of improvement projects.
Personal Contacts: Contacts are made with all levels of agency employees. Contacts may involve federal and state government officials, local government planners, consultants, interest groups, the general public, and private sector employees and businesses. Contacts are made for the purpose of providing information or agency policies, procedures, rules and regulations and are often of a complex and controversial nature.
KN0WLEDGE, SKILLS AND ABILITIES
Knowledge: Comprehensive knowledge of engineering practices and procedures as they apply to the related program area; analytical planning techniques applied in the collection and analysis of data and information pertaining to transportation issues; analysis of the various transportation modes and their interrelationships and of transportation services and programs; ground transportation program administration and financial planning and programming. Considerable

knowledge of applicable agency, local, state, and federal rules, regulations, policies and procedures; and project management techniques.

Abilities: Demonstrated ability to apply advanced engineering and/or planning principles and practices to a variety of complex engineering projects and planning design programs; plan, coordinate and manage multiple assignments and determine time frames; interpret and administer a variety of agency, state and federal policies, rules and regulations; develop budgets; assess and allocate financial and human resources; and communicate effectively to both individuals and groups.
Licenses or Certification: None.
Education or Training: Graduation from a college or university with a degree in civil engineering, transportation planning engineering or a related field.
Level and Type of Experience: Progressively responsible supervisory experience in the application of advanced and complex engineering principles and practices as related to the assigned engineering projects.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
