CLASS CONCEPT/FUNCTION

This is the first class in the series for positions that are responsible for applying scholastic theory and practical engineering experience to engineering projects; for developing, coordinating, and monitoring a unified ground transportation planning process; or for scheduling the pre-construction process. Positions in this class are responsible for the application of basic engineering principles and practices as they apply to routine and conventional portions of engineering projects, or for assisting and supervising others in data collection and analysis which may require the application of regional, urban, and transportation planning theories and techniques. Work involves the review and analysis of less complex structure and roadway plans and designs, or of a variety of socioeconomic, land use, population, or other transportation data. This class is distinguished from Transportation Engineer Senior by its responsibility for only less complex portions of large projects or for complete projects of limited scope.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. Work activities may include designing and/or reviewing conventional roadway, drainage, bridge and structure designs prepared by technicians or outside vendors; independently evaluating, selecting, adapting and modifying standard engineering techniques, procedures and criteria; providing technical guidance to technician supervisors in the preparation of design features; checking construction and maintenance plans for design and/or drafting errors and determining solutions to engineering problems; computing cost analyses in order to determine the most economical and feasible design schemes; and investigating public complaints concerning engineering problems. Reviewing financial and schedule proposals, and determining the compatibility of present and proposed roadways; developing practical engineering or financial alternatives as needed; maintaining and

monitoring complex automated financial and scheduling records for the forecasting and planning process for all types of agency construction and maintenance programs; assisting in the apportionment of allocations in accordance with the provisions of applicable statutes and regulations available for statewide system improvement program; assisting in the coordination of long-term planning programs with federal, urban, and metropolitan planning boards and organizations; collecting a variety of demographic, land-use, environmental and economic impact data for the preparation of planning reports; and representing the agency at public meetings.

Supervision Given: Positions in this class may be supervisory or non-supervisory. Supervisory positions provide immediate supervision to a variety of technical positions and others who assist in specific assignments.

Supervision Received: Receives general supervision from higher level engineers.

Scope: Positions assigned to this class perform work in a narrow engineering specialty area, or execute specific rules and regulations related to the planning process. Work products will affect the work of others in the section; may affect the work products of other program areas; or affect the agency’s intergovernmental planning process.

Impact of Actions: Errors in judgment have a negative impact on the technical accuracy and timeliness of engineering projects; affect the validity and reliability of routine studies or portions of a complex planning process; or affect the ability of the agency to monitor and meet scheduled deadlines and to of determine achievable pre-construction schedules.

Personal Contacts: Some contact on routine matters with individuals in the agency, and/or with local and regional planners for the purpose of the exchange of transportation planning data. May have infrequent contact with the general public for the purpose of explaining and interpreting inter-governmental and agency rules, regulations and procedures.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the following as related to the applicable program area--standard engineering and/or planning principles, practices and procedures; applicable agency, local, state, and federal rules and regulations; the various transportation modes and their interrelationship; and automated systems as applied to engineering and/or planning. Some knowledge of personnel management policies and procedures.

 

Skills: None identified for this class.

Abilities: Demonstrated ability to apply standard engineering and/or planning principles, practices and procedures to a variety of engineering or planning projects; analyze various data and draw logical conclusions; establish and maintain effective working relationships with individuals, both inside and outside of the agency; communicate effectively, both orally and in writing; and supervise and review the work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with a degree in civil engineering, transportation planning engineering, or a related field.

Level and Type of Experience: Experience in engineering, transportation planning, or related field; or successful completion of the Agency’s Engineer Trainee Program.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

The classes Highway Engineer A and Highway Transportation Planning Engineer A were merged and redefined to form this class as part of the 1987 Engineering Study.
