Distinguishing Features of the Work

Manages a residential treatment facility, or plans and directs a statewide specialized and comprehensive program for the visually handicapped.

Develops and implements standards, policies and procedures for program operations; prepares and monitors detailed budgets involving State, Federal and third party funds; establishes cooperative working agreements with other organizations to provide services; evaluates program and modifies as needed. Serves as legislative liaison to committees of the General Assembly relating to specific program areas.

Reports to the Deputy Commissioner, Services.

 

Qualification Guide

Knowledge of the philosophies, principles and techniques of providing services to the visually handicapped. Knowledge of Federal and State rehabilitation, social welfare, and special education programs, programs for the aging, and other related services. Knowledge of the principles and practices of administration and supervision. Skill in oral and written communication. Ability to plan, direct and supervise the activities of a sizable professional and clerical staff. Ability to establish effective working relationships with clients and all levels of staff.

Graduation from an accredited college or university with applicable course work and experience in rehabilitation counseling or teaching, social work, education (special education or school administration) or directly related fields which indicate direct application of the preceding knowledge, skills and abilities; or a combination of equivalent or sufficient training and experience.
