CLASS CONCEPT/FUNCTION

This is a single class series that is responsible for developing and coordinating a comprehensive medical relations and resource program in a Disability Determination Services (DSS) regional office. Positions in this class identify potential providers of medical services and provide the overall medical community with information regarding regulations, policies and procedures of the disability determination program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves establishing and maintaining contacts with physicians, health agencies and medical groups to enhance cooperation with the agency in providing medical data. Identifies potential providers of medical services; provides the medical community with information regarding disability determination regulations, policies and procedures; recruits physicians, psychologists and hospital agencies to perform specialized examinations and ancillary studies; monitors and evaluates the quality and timeliness of consultative examinations and reporting; and maintains and updates qualification information regarding the performance of consultative resources. Prepares and delivers presentations to medical organizations regarding the medical program requirements of DDS; and arranges, prepares, and conducts conferences, seminars and workshops to orient the medical and paramedical professions to the needs and requirements of the disability determination program. Reviews and analyzes office development procedures as they relate to the policies of regional resources including hospitals, physicians, health and mental health agencies, and refines procedures to increase the effectiveness of DDS communications and case development. Maintains a comprehensive medical resource information file. Conducts special studies to determine agency medical resource needs and to identify problem areas.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Receives general directions from the Disability Determination Regional Director.

Scope: Work affects the availability of consultative services provided to the agency in the resolution of claims. Coordinative work provides a nucleus for developing and maintaining cohesive relations with medical agencies in the assigned region.

Impact of Actions: When proper relationships with the medical community are not maintained, timeliness in case processing and fairness to claimants are denied in the due process of disability determination, thus negatively impacting the use of time, services and money relative to agency objectives, goals and mission.

Personal Contacts: Frequent external contacts with physicians and psychologists to resolve complaints, discuss medical findings, and recruit as consultants. Frequent internal and external contacts with hospitals, clinic administrators and department heads to promote cooperation and a steady flow of medical evidence to DDS for processing of disability claims under the Social Security Act.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the statutes, rules and regulations applicable to the disability determination program, particularly in the requirements for medical information. Working knowledge of analysis, evaluative, and interviewing techniques. Working knowledge of the medical resources and specialty areas within a geographical location.

Skills: None identified for this class.

Abilities: Demonstrated ability to work effectively with various levels of administrative, professional, support and medical personnel; to explain program requirements in terms of medical documentation; to maintain records; to communicate effectively orally and in writing; and to conduct training seminars.

 

QUALIFICATIONS GUIDE*

Education or Training: Graduation from an accredited college or university with course work in a social science, human services, a medically-related discipline, or a related field.

Level and Type of Experience: Medical and resource liaison experience in caseload management related to disability determination/social services work.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class specification was revised and re-titled in January 1989 as a result of the Statewide Classification Review/Specification Update Program. It was formerly titled Disability Determination Regional Medical Resource Developer.
