Distinguishing Features of the Work

Directs all fiscal and accounting functions for the Department of Rehabilitative Services including the Woodrow Wilson Rehabilitation Center and the disability determination services activity.

Supervises a large professional, technical and clerical support staff. Reports to the agency head.

The responsibilities involve planning, directing and coordinating complex financial and administrative support services that include budgeting, accounting, data processing, programmatic and other support activities. Analyzes agency program proposals and operational plans, and develops recommendations considering feasibility, financial impact and resource allocation implications. Interprets fiscal policies.

Oversees preparation of financial reports for agency management use, and to comply with state and federal reporting requirements. Directs development and implementation of data processing systems. Directs the activities of functional areas dealing with budgeting, grants and contracts, capital projects, payroll and financial accounting.

Manages agency purchasing of equipment and supplies. Approves major purchases and property leases. Oversees maintenance of records and cost controls. Oversees agency insurance program.

Assigns staff to various functional areas, and determines work priorities. Supervises and conducts staff training in all fiscal operations. Represents agency to federal, state and local agencies, vendors and the public.

Qualification Guide

Comprehensive knowledge of accounting principles and practices and administrative management methods and procedures. Knowledge of data processing applications for supporting fiscal and administrative functions. Demonstrated ability to plan and direct complex fiscal and management support functions in a large organization. Demonstrated ability to direct and supervise a large professional/technical support staff. Demonstrated ability to present financial reports and recommendations, and to work effectively with various segments of agency staff.

Graduation from a college or university with major studies in accounting, business administration, or a related field, and management-level experience in directing large-scale fiscal operations and supporting staff; or an equivalent combination of education and experience. Possession of Certified Public Accountant or Certified Management Accountant status is desirable.
