Distinguishing Features of the Work

Plans, supervises, and coordinates the activities and services of a statewide rehabilitation program, or a large and complex program within an institution.

The work involves planning and supervising a statewide rehabilitation program in a specialized area of services. The duties may also include supervising a major program in an institution where the services are varied (frequently comprised of more than one rehabilitation services unit) and require extensive professional and administrative direction. Responsibility is involved for preparing budgets and financial records and for developing and maintaining statistical procedures. Reviews are conducted to determine the effectiveness of programs, staffing requirements, and to determine the need for increasing or reducing services. Positions may be allocated to this class when an assignment involves supervising a program in an area of the State which is highly populated and in which the service requirements are diverse and involve an unusual amount of contact with State and private agencies. General supervision is usually received from a Rehabilitation Program Director who approves mayor changes and reviews the work primarily in terms of end results.

Examples of duties characteristic of positions in this class:

  1. Plans end supervises a specialized program on a Statewide basis, such as the activities of correctional units, social security trust fund activities, or a special facilities or workshop program; conducts research and special studies to develop plans for program additions or deletions based on State and 1oca1 needs.
  2. Supervises a department in a rehabilitation center in such areas as training, counseling, evaluation, or is charged with the administration of a medical services unit.

  4. Supervises a program in a large mental hospital in which a variety of services are provided for a wide range of age groups; reviews and approves rehabilitation plans and services designed for individual patients or patient groups.
  5. Prepares a program budget; reviews costs and prepares fiscal reports; prepares statistical reports to reflect program activities.
  6. Meets with State and local officials to discuss rehabilitation program services, confers with State rehabilitation supervisors to discuss problem areas, program changes, and plan effective services.
  7. May supervise a rehabilitation program in a geographical area that contains highly urbanized and populated cities and counties.

 

Qualification Standards

Graduation from an accredited college or university with major studies in psychology, education, guidance, social work, or a related field and six years of experience related to vocational rehabilitation work. Three years of the required experience must have been in a State rehabilitation program. Graduate work in rehabilitation or associated study may be substituted the required experience on an equivalent time basis.

Considerable knowledge of the methods, procedures, and objectives of vocational rehabilitation work; ability to plan and develop a program of rehabilitation services, ability to establish and maintain good working relationships with officials of State and outside agencies; ability to supervise professional and administrative personnel engaged in a large and complex rehabilitation program.
