Distinguishing Features of the Work

Review the activities of local departments of welfare and provides program supervision and consultation to local staffs in a11 financial services program areas.

The duties involve a formal review of practice case consultation and interpretation of policy and procedure by local departments in order to determine if Standards and Regulations governing financial services programs are understood and uniformly applied. Assistance is provided to local officials in the interpretation of policy statements concerning new and revised programs. Work is performed under the general supervision of the Director of the Region Office to which assigned.

Examples of duties characteristic of positions in this class:

  1. Reviews case files and submits reports on the manner in which the local departments manages cases; makes reviews of local eligibility determinations.
  2. Provides consultation on individual cases or general case types; conducts individual and group session with local department employees in the interpretation and application of policies.
  3. Provides training to local department employees. Makes recommendation to the Regional Director concerning programs that need strengthening as well as quality of services rendered.
  4. Performs special assignments as requested in developing or monitoring programs.

Qualification Standards

Graduation from an accredited college or university with major studies in an area related to duties of the position and forty-two months of experience in Financial Services activities, social work, public or business administration, educational supervision or guidance, or fields directly related to human resource services. Graduate study in social work, public or business administration, sociology, psychology, vocational rehabilitation, educational administration or counseling, or fields directly related to management of human resource services may be substituted for experience on an equivalent time basis. Additional experience in supervising or training Financial Services personnel; or supervising the monitoring of Financial Services; or developing systems and policies to facilitate and improve the operation of Financial Services programs may be substituted for the required education on an equivalent time basis.

Considerable knowledge of casework concepts and practices; considerable knowledge of supervisory and consultative principles and methods; ability to interpret policies and provide consultation on casework; ability to work cooperatively with individuals and with other agencies; and ability to communicate effectively, both orally and in writing.
