Distinguishing Features of the Work
Supervises a phase or administrative unit of the welfare financial services programs and provides technical, advisory, consultative, and teaching services to regional and local jurisdiction.
The duties involve policy development and coordination, and entail responsibility for ascertaining that the standards, policies, and procedures are carried out in an administrative or specialized public assistance program. Responsibility includes providing technical and programmatic supervision to program staffs of regional offices and providing interpretation of policy statements and program guidelines. Responsibility further includes assisting central office staff to monitor program activity at the regional level to ensure program responsibility at the local level is being met. The work is performed under the general direction of a high-level supervisor or bureau chief and in compliance with general policies and procedures. Supervision may be provided to lower-level professional and clerical assistance.

Qualification Standards
Graduation from an accredited college or university with a degree in an area related to the duties of the position and four years of experience in financial services activities, social work, public or business administration, educational supervision or guidance, or fields directly related to human resources services. Graduate study in social work, public or business administration, sociology, psychology, vocational rehabilitation; educational administration or counseling, or fields directly related to management of human resources services may be substituted for experience on an equivalent time basis. Additional experience in supervising or training Financial Services personnel; or supervising the monitoring of Financial Services, or developing systems and policies to facilitate and improve the operation of Financial Services programs may be substituted for the required education on an equivalent time basis.
Good knowledge of principles and practices or management, organization and supervision of case-study methods and practices, and of State and federal welfare programs; ability to organize and direct others in program activity and to obtain support from them in constructive approaches to public assistance.
