CLASS CONCEPT/FUNCTION

This is the supervisory level class in a series of classes for positions which provide direct care services to clients with diverse mental/emotional illnesses and developmental disabilities. These positions supervise Human Services Care Workers, Human Services Care Lead Workers, Psychiatric Forensic Workers and Psychiatric Forensic Lead Workers and are responsible for insuring the daily implementation of treatment/training plans in conjunction with professional staff. This class is distinguished from the Human Services Care Lead Worker by the supervisory responsibility for multi-shift, multi-ward, or activities programs; development and adjustment of schedules, evaluation of staffs' performance, serving as member of interdisciplinary treatment team, making minor changes in treatment plans, report writing and/or oral presentations, and reviewing client records for appropriate documentation.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty complicated by difficulties with staff scheduling and shortages and by disruptive client behavior or severe skill deficits. This class supervises the delivery of therapeutic and personal care to clients and/or the implementation of activities and programs (to include therapeutic, recreational, leisure, arts and crafts, social). Positions serve as members of Interdisciplinary Treatment Teams, with responsibility for writing components of the treatment plan. Positions consult with professional staff to evaluate program effectiveness, orders equipment and supplies for the unit, review any written documentation developed by subordinate staff, write monthly client progress reports and other reports as required, attend in-service meetings and training, and oversee orientation of new staff and clients to units. This class may present in-service training to staff, administer tests to evaluate interest, physical, and personality factors that are used to design programs of rehabilitative or habilitative nature, and discuss and make arrangements with business, civic or community organizations for off-campus programs.

Supervision Given: Provides direct supervision to Human Services Care Workers, Human Services Care Lead Workers, Psychiatric Forensic Workers or Psychiatric Forensic Lead Workers who provide direct care to clients.

Supervision Received: Receives general supervision from a nurse or professional services supervisor or manager.

Scope: The class supervises staff responsible for the care and treatment of clients assigned to a large unit or cottage, or in a multi-ward, multi-shift environment, or plans and supervises the implementation of specialized activities programs.

Impact of Actions: Decisions have significant long-term impact on clients in terms of safety, security, and physical and mental well-being.

Personal Contacts: Frequent internal contacts with clients, unit staff, and clinicians. Occasional contact with clients' families or staff of community programs in which clients are involved.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of agency regulations related to supervision of direct client care, of the characteristics of the assigned population; and of all programs delivered in the unit. Working knowledge of the principles of supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise staff, often in a multi-shift environment; to supervise direct care staff in crisis or problem situations; to collect data; to write reports; to implement and evaluate the effectiveness of treatment plans; to instruct staff on policies and procedures; and to lift heavy objects.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: High school graduation with college course work in a human services related field.

Level and Type of Experience: Considerable experience as a Human Services Care Lead Worker or comparable position.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as part of the Classification Review/Specification Update Program and is a consolidation of the Special Activities Supervisor, Training Center Team Leader, and Mental Health Worker Team Leader classes, effective January 1, 1994.
