CLASS CONCEPT/FUNCTION

This is the fourth class and managerial level of the Medical Technologist Series. Positions in this class manage a single large and complex medical laboratory in a teaching hospital. Incumbents may also manage an accredited medical technology program or the largest and most procedurally diverse local public health laboratory. This class is distinguished from Medical Technologist Supervisor by responsibility for managing a large and complex full service laboratory. This class is distinguished from the Medical Technology Laboratories Administrator by managing a single full service laboratory as opposed to the technical/administrative direction of all clinical laboratory services in a large teaching hospital.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Work is of unusual difficulty and may require the general management and coordination of all operational phases of a large clinical laboratory or may entail the development, organization, and administration of a medical technology educational program. Establishes work schedules and assignments after consultation with subordinate supervisors; assists in both the short- and long-range planning of laboratory facilities, equipment and staffing policies; oversees quality control and quality assurance programs; provides guidance to subordinate supervisors on personnel-related matters and reviews all final personnel actions for a large subordinate staff; monitors orientation and training programs; prepares statistical reports on laboratory activity; and develops and submits to management a prospectus of goals and objectives including budgetary estimates for purchasing, maintenance, and personnel costs, space, equipment, and supply requirements, and recommendations for restructuring laboratory organization. Designs in-service continuing education programs for laboratory professionals; updates the medical technology education

program content for medical relevance; maintains an adequate supply of instructiona1 materials; and coordinates laboratory and program scheduling.

Supervision Given: Supervises Medical Techno1ogist Supervisors, Medical Technologists Senior, Medica1 Technologists, and laboratory support personnel.

Supervision Received: General direction is received from a Medical Technology Laboratories Administrator, faculty director, or other health administrator. Positions are expected to independently manage the laboratory or educational program.

Scope: Establishes policies and procedures, projects operational goals and objectives, and evaluates current laboratory testing methodology and instrumentation for a large, complex laboratory or educational program, affecting the accuracy and reliability of services provided to multiple users as well as the quality of instruction to students.

Impact of Actions: Work has a serious impact on the assurance of accuracy, volume and timeliness of test production, compliance with stipulations for educationa1 program accreditation, flow of communication between laboratory and service users, adherence to quality control and safety standards, and credibility of the laboratory operation.

Personal Contacts: Frequent external contacts with regulatory and accreditation personnel regarding standards, quality assurance, and laboratory procedures. Frequent contacts with hospitals and private clinic personnel, patients, clinicians, administrators and other laboratory personnel to discuss test results and treatment implications. Occasional contacts with representatives of laboratory supply companies to discuss procurement and service contracts.

 

KNOWLEDGE, SKILLS AND ABILITIES

Know1edge: Comprehensive knowledge of the theory and application of clinical laboratory methods and instrumentation related to field of assignment. Considerable knowledge of management and administrative functions, laboratory operational systems, and professional and

accreditation standards.

Abilities: Demonstrated abi1ity to establish, manage, and evaluate the operation of a clinica1 laboratory or educational program; to direct and coordinate the efforts of clinical personnel; to establish and maintain effective working relationships with administrators, clinicians, and students; to design and implement a medical technology training program; and to analyze and resolve technical and administrative problems.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with a degree in technology, chemistry, microbiology, or biological science.

Leve1 and Type of Experience: Experience as a Medical Technologist Supervisor and some administrative experience in an area related to clinical laboratories.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may be substituted for this education and experience.

 

CLASS HISTORY

This class was developed as a result of the Statewide Classification Review/Specification Update Program in July 1989 and replaces the Medical Laboratory Technologist Manager class.
