CLASS CONCEPT/FUNCTION

This is a single position class in the Corrections Physician series which directs the administration of all health care services for the Department of Corrections. Responsibilities include managing health services within Department institutions and field units, and the coordinating health care services by public and private hospitals that provide in-patient and ambulatory care to inmates. This class is distinguished from the Corrections Chief Physician by its administrative responsibility for inmate health care within the Department.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty evaluating and determining proper and effective utilization of existing health care services facilities throughout the Department, and assisting in planning new or expanded medical facilities. Directs or conducts studies to determine the efficiency of system-wide medical administrative functions; recommends new or revised administrative policies and procedures; and develops, implements, and maintains service standards and controls for health care service. Develops plans for the implementation of new or special health service programs. Reviews health care budgets and staffing arrangements of individual facilities, and exercises overall budget and personnel control. Coordinates the assistance of administrative staff in other state agencies as well as private resources in studying problem areas in health services organization, standards, and control; and in delivering the most appropriate type of health care for inmates. Coordinates functions, such as patient transferral, that involve more than one Departmental facility. Initiates and monitors investigations into complaints from patients and/or families of patients related to medical treatment.

Supervision Given: Provides administrative supervision to the Corrections Chief Physician, Registered Nurse Manager B, Pharmacy Supervisors, and Dental Clinic Directors.

Supervision Received: Receives administrative direction from a Corrections Operations Chief concerning interpretation of Departmental policies and procedures, and plans for new programs.

Scope: Decisions affect the quality of health care to inmates in institutions throughout the state.

Impact of Actions: Decisions in providing health care affect the timeliness and quality of medical care of inmates. Inappropriate business decisions can result in costly or unnecessary expenditures for the Department.

Personal Contacts: Frequent internal contacts with other state agencies such as the Department of Mental Health, Mental Retardation and Substance Abuse Services and the Department of Health regarding state health practices; the Attorney General regarding medical and legal matters; and the Medical College of Virginia concerning utilization of facilities and contracts. Occasional external contacts with private hospitals about alternate sources of health care, and with other state correctional systems in exchanging health practices data.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of health care administration; quality assurance programs, and measurements of cost effectiveness and productivity.

Skills: None identified for this class.

Abilities: Demonstrated ability to analyze data and develop health care policies and procedures; to manage a sizable budget and diverse staff; and to coordinate and direct the work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in health care administration or a related field.

Level and Type of Experience: Experience in correctional health services adminis-tration.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
