CLASS CONCEPT/FUNCTION

This single-position class functions as a deputy to the State Health Commissioner and directs administrative programs and operations for the Virginia Department of Health. The position directs the activities of multiple agency programs including employee relations management, finance, general services and regulatory services and directs planning for human resources, operational funding, facilities, management information systems and implementation of legislative changes necessary to support agency administrative, medical, environmental and regulatory programs.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty within the

constraints of state statutes, policies and procedures. Exercises independent judgment in the formulation of policy, program development and project initiation to ensure that administrative programs and operations serve their intended purposes. Coordination of programs managed with others within and outside the agency requires exceptional degrees of discretion and judgment. Renders final decisions on agency budgeting, staffing, facilities, management information systems, regulatory services program actions and implementation of legislative changes related to administrative programs. Testifies before examining/reviewing authorities and presents and justifies the agency’s documentation, policies and procedures, regulations and/or position relative to the areas directly managed.

Supervision Given: Supervises directors of the Offices of Employee Relations Management, Finance and General Services, and Regulatory Services.

Supervision Received: Administrative direction is received from the State Health Commissioner.

Scope: Responsibility exists for major administrative programs which are diverse in mission and affect all units and operations of the agency.

Impact of Actions: Decisions impact the agency's ability to carry out all administrative, medical, environmental and regulatory programs and affect the health and well-being of the public.

Personal Contacts: Frequent contact is required with executive level management within and outside the agency to facilitate the administrative programs and operations of the agency. Represents the agency in matters designated by the Commissioner to other state and federal agencies; local governments; other states; members of the legislature, various associations, committees, commissions and task forces; and attorneys and other members of the judicial system.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of large scale organizational functions related to human resources, fiscal, information systems and general administrative management programs in support of diverse agency programs and regulatory operations; principles and practices of management and finance; and legal and legislative processes affecting public sector programs. Working knowledge of the laws, regulations, standards and policies affecting public health management, health care systems and regulatory services.

Abilities: Demonstrated ability to apply managerial, financial, data processing and legal knowledge to agency administrative and regulatory programs; plan, organize, implement and evaluate large programs and policies; analyze legislative statutes and agency needs to develop administrative policies and procedures; direct and coordinate diverse organizational activities and staff in their work; and communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with emphasis in public administration, business administration, law or a related field.

Level and Type of Experience: Experience in legal and administrative

management including multiple programs and executive level staff.

Management of large scale public health and health care programs and

regulatory operations is desirable.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
