CLASS CONCEPT/FUNCTION

This class is the top management level in the Public Health Physician Administrator series. Positions in this class function within the Health Care Services area and have statewide responsibility over all medical and environmental programs which focus on improving the quality of health of the citizens of the Commonwealth. This class reports directly to the State Health Commissioner and directly supervises State Health Assistant Commissioners, Medical Program Directors and/or professional program managers charged with carrying out activities key to the agency's mission.

This class is distinguished from the State Health Assistant Commissioner, M.D., by its broader scope and supervisory authority over State Health Assistant Commissioner, M.D. positions. It is distinguished from the State Health Commissioner class which serves as the head of all Department of Health activities and reports directly to the Secretary of Health and Human Resources.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: This class performs work of unusual complexity due to the variety of services managed; the level of interaction with governmental staff and private businesses on legal and medical issues; decisions required in order to assure that federal, state, and local mandated health services are provided, as well as locally mandated services; and the establishment of goals, objectives, policies, and procedures for multiple agency operations and administrative decisions associated with facilities, equipment, staff, and budgets.

Supervision Given: Positions supervise State Health Assistant Commissioner positions and/or professional and administrative staff.

Supervision Received: Positions in this class receive administrative direction from the State Health Commissioner.

Scope: The scope of this class is statewide. May include multiple operational functions such as Family Health Services, Epidemiology, Health Education and Information Services, Environmental Services, Water Programs, Nursing, Rural Health, Primary Care, Minority Health, Health Planning, and Certificate of Public Need. Exercises powers and performs duties of the Commissioner in the case of the absence or inability to act of the Commissioner.

Impact of Actions: Actions and decisions have serious impact due to the scope of responsibilities, commitment of financial, equipment, and human resources on a long-term basis.

Personal Contacts: This class has a high degree of visibility in and outside state government as a result of telephone, written, public, and private communications where important decisions are made.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of medicine, environmental health issues, and public administration principles. Knowledge of basic public health practices including population-based preventive medicine principles.

Skills: Working skill in the use of medical instruments, equipment, and direct patient care.

Abilities: Demonstrated ability to manage a variety of agency medical and non-medical operations; ability to supervise others, to communicate effectively through all mediums, and the ability to independently plan and evaluate operational performance.

 

QUALIFICATIONS GUIDE*

License or Certification: Licensed to practice medicine in the state of Virginia. Certification by the American Board of Preventive Medicine.

Education or Training: Graduation from an accredited medical school with completion of postgraduate training requirements in accordance with the Code of Virginia, Sections 54-274. Master's degree in Public Health or equivalent.

Level and Type of Experience: Significant management experience in public health or related programs preferred.
