CLASS CONCEPT/FUNCTION

This class is the second management level in the Public Health Physician Administrator series. Positions in this class function within the Health Care Services area and serve as directors with statewide scope over multiple statewide health programs. This class is distinguished from the Medical Program Director class by supervision given by this class over the Medical Program Director positions. It is distinguished from the State Health Deputy Commissioner class which has statewide scope over a variety of statewide operations serving multiple programs and receives supervision from the State Health Commissioner.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: This class performs work of considerable complexity in directing a variety of operational areas and staff. This class works closely with program directors within the agency; responds to inquiries from the press, radio, and television, regarding public health issues; chairs or participates on committees which affect the delivery of health services statewide; develops health programs; allocates resources.

Supervision Given: Provides general direction to Medical Program Directors and other health program directors regarding the interpretation, implementation, and management of health initiatives.

Supervision Received: Receives administrative direction from a State Health Deputy Commissioner.

Scope: Responsible for promulgation and coordination of a wide range of public health services and operations or multiple programs with statewide scope.

Impact of Actions: Actions affect the credibility and image of the Department, and may have substantial economic or service impact. Actions could directly impact the health of the public.

Personal Contacts: Frequent contacts with other professionals, the media, elected officials, private citizens, as well as with agencies of the federal and state government in which decisions are made.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of medicine, environmental health issues, and administrative principles.

Skills: Working skill in the use of medical instruments, equipment, and direct patient care.

Abilities: Demonstrated ability to effectively manage multiple public health operations or programs, to work with a variety of persons on matters affecting the provision of health services. Demonstrated ability to supervise a variety of professional staff. Ability to manage complex public health programs. Ability to effectively communicate with the public, health care community, and government leaders.

 

QUALIFICATIONS GUIDE*

License or Certification: Licensed to practice medicine in the state of Virginia. Board certification in Preventive Medicine or other appropriate specialty preferred.

Education or Training: Graduation from an accredited medical school with completion of postgraduate training requirements in accordance with the Code of Virginia, Section 54-274. Master's degree in Public health or equivalent.

Level and Type of Experience: Significant management experience in public health or related programs.
