CLASS CONCEPT/FUNCTION

This is a professional level class in the Public Health Clinician series responsible for developing and defining Medicaid and indigent health care policy for medical services including amount, duration, and scope. This class serves as a medical consultant on medical and indigent health care issues to the agency director, Secretary of Health and Human Services, the Board of the Department of Medical Assistance Services and the Governor.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: This class performs work of unusual difficulty. It provides medical expertise and develops, defines, and evaluates medical policies and protocols involving complex health care issues related to Medicaid or indigent health care for the Commonwealth. Positions in this class evaluate special requests for surgical and non-invasive procedures such as tissue and organ match, potential efficacy and compliance of candidate and donor with established protocols, or to establish protocols. Positions in this class testify before legislative or Congressional committees and in state and federal courts.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Administrative direction is received from a policy and research director. Completed work is judged in terms of giving appropriate medical advice and guidance on critical issues as they arise, often within demanding deadlines.

Scope: Plans, develops, and carries out a vital medical consultative program that is essential in providing appropriate care within Medicaid and indigent health care policy, regulations, and statutes.

Impact of Actions: Medical decisions directly affect the way in which life threatening or highly sensitive issues are executed.

Personal Contacts: Frequent internal contact with the Governor, Board of Department of Medical Assistance Services, agency director,

Secretary of Health and Human Services, legislators, Statewide Health Planning Board, the Joint Subcommittees on Health Care for All Virginians, and the Attorney General's Office. Frequent external contact with national health care associations and the Medical Society of Virginia. These contacts are made to discuss and advise on medical policy issues related to Medicaid indigent health care.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of internal, general, or preventive medicine.

Skills: None identified for this class.

Abilities: Demonstrated ability to evaluate the efficiency and effectiveness of complex medical procedures performed among diverse medical specialties, to analyze complex health care issues related to Medicaid and indigent health care, and to develop and define health care policies and procedural protocols.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Virginia medical license.

Education or Training: Graduation from an accredited medical school.

Level and Type of Experience: Experience as a medical practitioner or health care manager.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
