CLASS CONCEPT/FUNCTION

This is the second class in the Registered Nurse Director series. Positions in this class serve as directors of nursing in mental health/mental retardation facilities with extensive nursing services or programs or in a statewide correctional nursing program with multiple units or multiple specialty areas. This class is distinguished from the Registered Nurse Director by its direction of the nursing department in facilities with extensive nursing services or programs, or of a statewide correctional nursing program with multiple units or specialty areas.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in planning, implementing, and directing all programs and operations of a nursing department with extensive services or programs. Duties include defining, directing, and evaluating the practice of nursing to meet the nursing care needs of patients, maintain established standards of nursing practice, and to comply with the facility's long- and short-term objectives, philosophy and policies, and standards of regulatory agencies; developing, implementing, and interpreting policies and procedures affecting nursing; preparing and managing the departmental budget; planning for and assuring optimum utilization of nursing personnel; recruiting, interviewing, and selecting nursing staff; investigating problems, irregularities, and policy violations, and taking corrective action; establishing and directing a Nursing Quality Improvement Program; ensuring that there is a planned staff development program for nursing including orientation of new employees, in-service education, mandatory classes, and on-the-job training; analyzing patient outcome data to identify trends and needs for nursing care; monitoring and evaluating the effectiveness of quality improvement and risk management programs; participating in peer review activities; making unit rounds on all shifts; and resolving personnel-related performance issues. Positions participate in the facility or agency's review of mission, resource allocation, strategic planning, and policy development, through membership in leadership management teams.

Supervision Received: Receives administrative direction from a facility director or other agency administrator.

Supervision Given: Provides direction to Registered Nurse Directors, Registered Nurse Managers, and support staff.

Scope: Positions direct facility-wide nursing programs. The scope may extend agency-wide in a correctional position.

Impact of Actions: Actions taken by this position will seriously impact on the practice of professional nursing at the facility or institution, care and treatment of patients and residents, and compliance with accrediting and certifying standards.

Personal Contacts: Frequent internal and external contacts with all levels of agency personnel, vendors, regulatory agencies, community service providers, hospitals, and other state agencies, to direct, provide, monitor, and evaluate nursing services.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge: Comprehensive knowledge of the theory and practice of professional nursing related to area of assignment, such as psychiatric, clinical, geriatric, etc. Considerable knowledge of administrative practices and procedures, including program planning, implementation, evaluation, and management; budget development; and applicable regulatory and certifying standards.

Abilities: Demonstrated ability to plan, implement, evaluate, and direct, a facility-wide nursing department; to direct nursing personnel; to communicate effectively, orally and in writing; to provide direction concerning professional nursing standards; and develop nursing policies and procedures.

 

QUALIFICATIONS GUIDE*

License or Certification: Licensed or eligible for licensure as a Registered Nurse with the Virginia Board of Nursing.

Education or Training: Bachelor of Science in Nursing or graduation from an accredited school of professional nursing plus substantial continuing clinical education.

Level and Type of Experience: Extensive professional nursing experience which has included nursing management and administration.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
