CLASS CONCEPT/FUNCTION

This is the third class in the Registered Nurse series for positions in state hospitals and institutions. Positions in this class spend most of the time in clinical and administrative supervision of nursing staff in units, clinics, or programs of sufficient scope to require a full-time nursing supervisor. Responsibility typically extends to all three shifts of one unit, clinic, or program, or to one shift of a larger unit, clinic, or program. This class is distinguished from the Registered Nurse Senior by its full-time clinical and administrative supervision of units, clinics, or programs of greater scope. It is distinguished from the Registered Nurse Manager by the latter's complex management responsibilities for a major nursing service area or a facility-wide infection control program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the supervision of unit, clinic, or program nursing services. Assesses patient/staff ratios and schedules staff to assure sufficient coverage, delegates patient care responsibilities to registered nurses, and makes rounds to review the condition of patients and safety/comfort of the environment. Interviews and recommends employment of staff; sets performance standards and evaluates registered nurses and serves as reviewer of standards and evaluations prepared by registered nurses for practical nurses and nursing assistants or aides; and takes disciplinary actions when needed. Reviews, evaluates, and interprets patient records in order to identify problems in delivery of nursing care. Works with health care managers and staff to develop plans of correction. May develop and provide orientation and in-service education to staff. Occasionally provides direct nursing care to patients, usually in emergencies or to supplement staff shortages.

Supervision Given: Provides general clinical and administrative supervision to registered nurses. Monitors the effect of immediate supervision provided by registered nurses to other staff.

Supervision Received: Receives clinical directions from a nursing manager or director or a medical professional. Administrative directions are received from a nursing, medical or other program administrator.

Scope: Positions typically supervise all clinical and administrative nursing activities for one unit, clinic or program, or one shift of a larger unit, clinic or program.

Impact of Actions: Clinical and administrative supervision has a serious impact upon the health, comfort, and safety of patients in the unit, clinic or program.

Personal Contacts: Frequent internal contacts with nursing staff to make scheduling arrangements, discuss work problems, and observe service delivery. Frequent contact with hospital or institution nursing managers and other nursing supervisors and health care staff to discuss and coordinate administrative and clinical problems.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of professional nursing. Working knowledge of the principles and practices of staff supervision.

Skill: Working skill in administering medications and treatments.

Abilities: Demonstrated ability to organize staff and services; assess quality of nursing care; and develop plans and procedures to improve services.

 

QUALIFICATIONS GUIDE*

License or Certification: Licensed or eligible for licensure as a Registered Nurse by the Virginia Board of Nursing.

Education or Training: Graduation from an accredited school of professional nursing plus continuing clinical education.

Experience: Experience in professional nursing which has included charge responsibilities.

 

CLASS HISTORY

This class replaces the 1982 Registered Nurse Clinician B class.
