CLASS CONCEPT/FUNCTION

This class is the third class in the Public Health Nurse Consultant series. This position class directs the comprehensive public health nursing program in the agency. Duties include developing policies and procedures, establishing standards for nursing practice and quality assurance and providing leadership to nurses throughout the agency. The Nurse Director class is distinguished from the Public Health Nurse Coordinator class by having statewide scope and responsibility for directing the comprehensive agency-wide nursing program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in directing the comprehensive nursing program within the agency. Develops and implements agency nursing policies and procedures; develops standards of nursing services and quality assurance programs to monitor the quality of nursing service delivery: analyzes existing and proposed programs to determine impact on public health nursing. Also, plans for the development and allocation of appropriate levels of manpower and resources to fulfill the agency mission for nursing programs.

Supervision Given: This class supervises one secretary directly and provides technical direction to Public Health Nurse Coordinators, Public Health Nurse Consultants and Public Health Nurse Managers throughout the agency.

Supervision Received: Receives administrative direction from the Deputy Commissioner for Community Health Services. The class is free to plan, develop and organize all phases of work within very broad program and policy parameters.

Scope: Work affects public health nursing services throughout the state and is essential to the agency's mission.

Impact of Actions: Work has serious impact on the long-term interests of the agency in terms of major costs in money, services, and effectiveness of nursing. Inappropriate policies or programs

could result in negative physical impact on patients and could be costly to the agency in terms of resources and nursing service delivery.

Personal Contacts: Frequent internal contacts with members of the executive management team, nurse coordinators, and nurse managers. Frequent external contact with the State Board of Nursing, nursing schools and various nursing committees for consultation and collaboration on nursing programs.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of public health nursing practices, including community assessment, health care trends, health program planning, and research. Considerable knowledge of management concepts and principles with specific emphasis on complex organizations including human resource management, financial planning and marketing principles. Knowledge of the legislative processes affecting public health/public health nursing.

Skills: None required.

Abilities: Demonstrated ability to develop, interpret and analyze policies, procedures and regulations for impact upon nursing services; to provide leadership to task forces, councils and committees; and to communicate effectively verbally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Licensure or eligible for licensure as a registered nurse in Virginia.

Education or Training: Graduation from an accredited college or university with advance course work in public health nursing, business administration, nursing administration, or a related field.

Level and Type of Experience: Progressively responsible nursing and management experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
