CLASS CONCEPT/FUNCTION

This is the third class in the Public Health Nurse Manager series. Positions in this class exercise line and program authority over all health district nursing programs in a large complex district. Positions in this class are located in districts with an extensive nursing program. This class is distinguished from a Public Health Nurse Manager by its supervision over one or more Public Health Nurse Managers and the Public Health Nurse Manager Senior’s focus on planning and the evaluation of nursing activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty. Duties include assessing community public health nursing needs district-wide and developing goals, objectives and standards to establish and maintain nursing programs that fulfill community needs. Positions manage program resource; develop and monitor budgets, staffing and organization structure; acquire grants; promote volunteerism; manage service agreements between public health nursing and other local human service agencies concerning coordination of patient care; assess community nursing program needs; and ensure state and federal requirements are met.

Supervision Given: Positions supervise all nursing activities within a district.

Supervision Received: Receives direction from a district health director. Positions in this class receive supervision in the form of a general outline of the work to be performed and are somewhat free to develop work sequence and methods within established policies and direction from supervisor.

Scope: Affects the design and operation and delivery of all direct care nurse programs in a district.

Impact of Actions: Improper decisions concerning program coordination may result in significant costs in terms of time, money, services and public goodwill.

Personal Contacts: Frequent internal and external contacts with federal, state and local officials concerning planning, developing programs, and goals and objectives.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of public health nursing, economic and social conditions related to community public health nursing programs, principles and practices of program and personnel management and supervision.

Skills: None required.

Abilities: Demonstrated ability to evaluate organizational patterns; and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Licensure or eligible for licensure as a registered nurse in Virginia.

Education or Training: Graduation from an accredited scnoo1 of nursing.

Level and Type of Experience: Considerable experience exercising line authority over nurses and nursing managers in the public health area combined with program management for a wide variety of programs or equivalent. Performing direct delivery of nursing services to patients.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was revised and redefined as a result of the Classification Review/Specification Update Program. It replaces Public Health Nurse Manager B class, effective July 1, 1991.
