CLASS CONCEPT/FUNCTION

This is the second class in the Public Health Nurse Manager series. Positions may direct all nursing activities in a health district or exercise line authority over one or more Public Health Nurse Supervisor positions and lower level staff for a portion of a large complex health district. Duties emphasize planning, developing, managing nursing programs and services in compliance with the health district projected budget and within the administrative and medical direction received from the District Health Director or Public Health Nurse Manager Senior. This class is distinguished from the Public Health Nurse Supervisor class by the former class having responsibilities for directly supervising Public Health Nurse Supervisors and an emphasis upon administrative duties. It is distinguished from the Public Health Nurse Manager Senior class by the latter having responsibility for all nursing activities within a large district which has an extensive nursing unit comprised of one or more subordinate Public Health Nurse Managers.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of moderate complexity, which involves the management of nursing services for a part of a health district. Duties include developing goals, objectives, and standards for health district nursing programs; determining or recommending health district nurse staffing and organizational patterns; monitoring and determining the effectiveness and quality of care; assessing community nursing program needs. Incumbents promote community input through the process of developing nursing programs to meet local needs, while fulfilling federal and state mandated requirements. Positions acquire grants, develops and monitors budgets; promote volunteerism; negotiate service agreements with other local human service agencies concerning coordination of patient care; determine in-service training needs; and coordinate overall program communication and dissemination of agency information to subordinate nursing staff.

Supervision Given: Exercises line authority over one or more Public Health Nurse Supervisors and lower level support staff.

Supervision Received: General supervision is received from a Public Health Nurse Manager Senior in a large health district or, in other districts, report directly to a district health director.

Scope: Work affects the focus and scope of a health district’s nursing program. Incumbents ensure quality care is being provided to meet community needs. This class affects the design and operation of nursing programs having bearing on the social, physical and economic well-being of health district patients.

Impact of Actions: Significant costs in terms of time, money, services and public goodwill could be incurred due to decisions made relative to health district program coordination, new program coordination, new program implementation, and cost effective expenditure of nursing program funding.

Personal Contacts: Frequent internal and external contacts with federal, state and local officials concerning planning, developing programs and goals and objectives regarding nursing services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of public health nursing, economic and social conditions related to community public health nursing programs. Working knowledge of the principles and practices of program and personnel management and supervision.

Skills: None required.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; to evaluate staffing and program direction; and to recommend implementation.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Licensure or eligible for licensure as a registered nurse in Virginia.

Education or Training: Graduation from an accredited school of nursing.

Level and Type of Experience: Considerable experience exercising line and program authority over nurses in the public health area or equivalent. Performance of direct delivery of nursing services to patients.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
