CLASS CONCEPT/FUNCTION

This is the first class in the Public Health Nurse Manager series. Positions in this class supervise and coordinate activities of nursing personnel engaged in public health nursing services within a geographic area. It is distinguished from the Public Health Nurse Senior class by its responsibility for supervising two or more Public Health Nurses. It is distinguished from the Public Health Nurse Manager class which is responsible for managing all nursing activities in a district and supervises multiple Public Health Nurse Supervisors or, in large complex districts, supervises other Public Health Nurse Supervisors in a major program area of the health district.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of moderate difficulty in managing assigned programmatic responsibilities. Duties include supervising nursing staff within the programmatic area; serving as liaison between staff and nurse management personnel; and developing and implementing standards and procedures for managing assigned clinical areas and evaluating services provided. Assigns and reviews work, recruits, interviews, and formally evaluates performance of subordinate staff. Provides orientation, teaching, and guidance to staff to improve quality and quantity of service. Coordinates services with other health and social service agencies to maximize the program effectiveness. Reviews, evaluates, and interprets nursing records, vital statistics, and other data affecting health service to assess community needs and to make recommendations. Exercises program and administrative authority over clinical staff which provides direct patient care management to patients as a medical team.

Supervision Given: Exercises authority over multiple Public Health Nurse and/or Public Health Nurse Senior positions and may supervise other support staff.

Supervision Received: Positions receive direction from a higher level Public Health Nurse class.

Scope: Affects the quality and reliability of direct patient care

in a health district or for a specialty clinic.

Impact of Actions: Facilitates, reviews and evaluates quality control and the delivery of nursing services. Improper performance of these duties may result in significant costs in time, money, services and public goodwill.

Persona1 Contacts: Frequent external contacts are made with citizens within assigned geographic area and with primary care providers and other organized groups to interpret public health programs and to promote patient case management.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of Public Health Nursing, community resource organization, or advanced medical treatments. Some knowledge of supervisory principles and practices.

Skills: Working skill in administering to and monitoring the side effects of advanced treatments.

Abilities: Demonstrated ability to supervise Public Health Nurses and administer work, to oversee nursing practices, and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Licensure or eligibility for licensure as a Registered Nurse in Virginia.

Education or Training: Graduation from an accredited school of nursing.

Level and Type of Experience: Public health nursing experience or experience in a related field.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

This class was revised and redefined as a result of the Classification Review/Specification Update Program. It replaces the Public Health Nurse Supervisor, effective July 1, 1991.
