Distinguishing Features of the Work

Plans, develops and coordinates the operation of the technical information collection, reporting and retrieval system of the Bureau of Toxic Substances.

The work includes meeting with State agency personnel, municipal personnel and industrial representatives to define user needs; consulting with bureau personnel on format and elements to be contained in bureau documents; and planning and administration of communications and public information programs. Responsibility is included for the design and formation of both internal and external systems of data-management; establishment of standards and quality controls for reports and other data; negotiation of external data base usage contracts; and preparation and presentation of reports and recommendations concerning the purchase of information or services where indicated. Supervision is received from the Toxic Substances Director.

Examples of duties characteristic of positions in this class:

1. Supervises the collection, storage and retrieval of internally generated technical data as well as information and materials from external sources needed to support the work of the toxic substances evaluation unit.

2. Manages literature resources, data storage and retrieval systems, including the selection, acquisition and maintenance of appropriate information sources; develops and recommends policies, procedures and standards for data management.

Negotiates with external data base contractors and specifies

terms of service; maintains liaison with agency data processing

services, data base contractors, Federal and State data

managers.

Defines input and output requirements and file organization; consults with systems analysts and programmers in the development of automated data processing systems specification

and documentation; develops systems for the security of

confidential data.

5. Meets with State regulatory agency personnel to determine their needs and the methods by which those needs may be met; devises methods by which their computerized data or reporting procedures may be coordinated with those of the bureau.

6. Trains technical personnel and other staff members in logical inquiry techniques and coordinates the formulation of efficient machine interaction procedures relating to specific inquiries.

 

Qualification Standards

Graduation from an accredited college or university with manor study in one of the natural sciences and three years experience in chemical, biological or medical information storage and retrieval. A master's degree in information science may be substituted for two years of experience.

General knowledge of data processing, medical and technical data collection, storage, retrieval and reporting systems; knowledge of chemical nomenclature and of chemical and biological coding and indexing; ability to training professionals and technical personnel in the means of access to the data system; ability to communicate effectively and clearly both verbally and in writing; ability to work effectively with others.
