CLASS CONCEPT/FUNCTION

This is the second and director level class in the Emergency Medical Services (EMS) Program Management series. Positions in this class are assigned overall managerial, administrative and developmental responsibilities in order to oversee, direct and manage a statewide program for the provision of comprehensive EMS including injury prevention and disaster response. This class is distinguished from the EMS Assistant Director by its added responsibility for the development and evaluation of the State EMS Plan and its total responsibility for the statewide program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of unusual difficulty by developing, implementing, monitoring and evaluating all division activities in order to assure achievement of division objectives for program components such as trans-portation, manpower, training, communications, emergency medical care facilities, public education and disaster pre-planning. Positions identify needs; develop, implement and monitor the effectiveness of the division's practices and procedures to assure compliance with all applicable local, state or federal laws or guidelines which impact on the operations or administration of the division; develop, implement and evaluate the State EMS Plan; direct the activities of programs for inspections, licensing and certification for ambulances and emergency medical technicians includ-ing the investigation of complaints and recommendation of enforcement actions; anticipate and address the need for change in EMS programs and resource allocations; represent the division by participating on committees of local, state or federal governments and by communicating with news media representatives, public interest groups, consumer and other non-governmental bodies; testify before state and federal government committees; develop biennial budget and approve allocations to support division objectives; administer EMS funding and reimbursement; and provide technical assistance to local and regional EMS councils.

Supervision Given: Positions in this class provide direct supervision to the EMS Assistant Director, an Executive Secretary, and the EMS staff.

Supervision Received: Positions in this class receive general direction from an office director or other executive position; exercises independent judgement, and plan and carry out assignments with minimal supervision.

Scope: Positions in this class manage a specialized, statewide program which is an integral part of the agency's mission. Decisions and program directives impact on the quality of EMS for citizens of the Commonwealth.

Impact of Actions: Positions in this class have a direct and long term effect on public health and safety in Virginia and surrounding states and significant impact on the expenditure of public funds for EMS programs, as well as the goodwill of the agency.

Personal Contacts: Positions in this class have frequent internal and external contacts with government managers, executives and service providers at the local, state, and federal levels to discuss issues and concerns regarding EMS programs and frequent external contact with private industry officials, public interest groups, media representatives and EMS counterparts in other states to discuss agency programs and operations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the Commonwealth's EMS Program. Considerable knowledge of resources management and planning, regulatory program requirements, statutory requirements, and public relations techniques. Considerable knowledge of public administration principles, personnel management, financial management, and program development/evaluation.

Skills: None identified for this class.

Abilities: Demonstrated ability to organize and direct overall EMS activities for the State, to effectively communicate orally and in writing, to formulate and implement problem solutions, and to supervise staff and work independently.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in health planning, health administration or public health.

Level and Type of Experience: Supervisory and program management experience in governmental health planning, service delivery and evaluation.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
