CLASS CONCEPT/FUNCTION

This is the second and supervisory level class in the Emergency Medical Services Program (EMS) Representative Series. Positions in this class supervise and direct EMS Program Representatives in order to ensure the provision of statewide regula-tions, inspections, licensing, and certification of EMS agencies, vehicles, equipment, and personnel. They coordinate, plan, and supervise the review and inspection of EMS field activities. The class is distinguished from the EMS Program Representative by its supervisory and statewide programmatic responsibilities. It is distinguished from the EMS Assistant Director class by the latter's responsibility for managing multiple program areas.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty in the coordination and management of the EMS licensure and certification program by drafting regulations, interpreting policy, processing new requests, supervising staff, conducting investigations, and making recommendations to the EMS Director on programs and activities for the agencies regulated. Positions in this class survey EMS agencies to determine program strengths and weaknesses; provide consultation to local governing bodies and officials; coordinate automated data processing activities for the program and staff of the EMS Task Force; coordinate statewide special projects assigned to the Critical Incident Stress Debriefing Team; and initiate and recommend improvements to the agency's statewide EMS system.

Supervision Given: This class provides general supervision to EMS Program Representatives and office support staff who are assigned to specific geographical regions.

Supervision Received: Receives general direction from the EMS Assistant Director who provides an outline of the work performed and is consulted on significant changes in policies, methods, or procedures, and controversial issues.

Scope: Work affects the planning, development, and continuation of EMS licensing, certification, and funding of EMS service agencies and staff for the statewide agency program.

Impact of Actions: Decisions affect the state's EMS program, including the quality of its staffing, equipment, and EMS needs.

Personal Contacts: Frequent contacts with the public to explain policies and procedures, approve variance requests, resolve problems referred by the EMS Program Representatives, investigate complaints, provide consultation, and to represent the agency at local, state, and federal meetings and conferences.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of emergency medical care programs, health care systems, and regulatory functions of state and local governments; of the principles of supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise and oversee the statewide coordination of EMS programs; present information clearly and concisely, both orally and in writing; and communicate effectively with a wide variety of contacts in the public and private sectors, including professionals in related areas.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification as an Emergency Medical Technician-Cardiac or Emergency Medical Technician-Paramedic and as an Emergency Medical TechnicianInstructor.

Education or Training: Graduation from an accredited college or university with course work in community health, public health, public administration, or a related field.

Level and Type of Experience: Experience in supervising personnel assigned to EMS programs with an agency or organization providing such services or related medical experience.

Considerable experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

This class, established to provide supervision for emergency medical services field activities, was reviewed and revised as part of the statewide Classification Review/ Specification Update program, effective May 1992.
