Distinguishing Features of the Work

Conducts in-depth studies and analyzes pertinent data related to the elements of a comprehensive emergency medical services system and develops appropriate plans and grant applications for State and regional EMS programs.

The duties involve working closely with State and regional health planning agencies, State and regional EMS advisory committees, medical societies, and hospital association in the development, implementation, and maintenance of a comprehensive, coordinated EMS program statewide. Considerable latitude is permitted in working with Statewide groups and organizations. Contracts are normally made with representatives of all levels of governments and the private sector that may impact upon EMS in the State. Final recommendations are reviewed with the program director prior to formal presentation or publication. Supervision is received from the Director of Emergency Medical Services.

Examples of duties characteristic of positions in this class:

 

Prepares the State Emergency Medical Services Plan and guidelines related to this document.

Prepares grant applications for Federal funds and budget documents for State funding support.

Gathers and analyzes data related to regionalization of emergency medical services and develops a plan for same defining the relationship to exist between regional EMS counselors and staff and the designated health systems agencies within their respective health service areas; provides assistance to the designated EMS regions in the creation of EMS councils and in applying for and administering grant funds.

Develops a methodology for classifying the level of care that can be provided in the hospital emergency department and assists in the classification effort statewide.

Develops a standard medical record form which can be used by all rescue squads and hospitals in the provision of emergency medical services. This will require coordination with regional EMS staffs, hospitals, rescue squads, and data processing experts in the development and implementation of a single reporting system.

Assists in the analysis of laws and regulations pertaining to various aspects of emergency medical services, and the preparation of appropriate legislation for consideration by the General Assembly.

Serves as a staff resource to the State Emergency Medical Services Advisory Committee; conducts in-depth studies and analysis of other aspects and elements of EMS as assigned to the program director.

Qualification Standards

Graduation from an accredited college or university with studies in planning, government administration, business, hospital or health administration, or other related fields; and three years experience in a field of work related to the assignment. A master’s degree related to the work may be substituted for the required experience.

Considerable knowledge of the organization and functions of State and local governments; ability to speak and write effectively; knowledge of health programs and the organization of health agencies; considerable analytical ability; ability to deal tactfully and persuasively with individuals and groups.
