CLASS CONCEPT/FUNCTION

This is the second and highest level class in the Licensure/Certification Management series. Positions in this class manage all operational activities assigned to the agency's statewide licensure/certification program. The work typically includes program planning and development, policy and budget development, writing new or revising existing regulations, approving variances, licensure/certification denials and coordinating issues or resolving concerns with the public, clients and agency board. This class is distinguished from the lower level Licensure/Certification Regional Manager by its responsibility and accountability for the statewide licensure/certification operation.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty. Positions manage the licensure/certification process for social services, correctional services, and mental health, mental retardation and substance abuse facilities and programs statewide. Positions supervise licensure/certification staff via subordinate supervisors, manage licensing operations, regulation development, complaint investigations, enforcement actions, and the provision of technical assistance to licensees. Positions evaluate system-wide performance, manage the program's budget, allocate resources, establish program goals and operational directives and oversee interagency activities. This class will intervene in individual situations requiring management attention, such as revocation decisions requiring oral testimony, deteriorating relationships with providers or consumers, and serious complaint investigations concerning abuse, neglect, death or governmental inquiries.

Supervision Given: Positions supervise all staff assigned to the licensure/certification function including Licensure/Certification Regional Managers, Licensure/ Certification Supervisors and Supervisors Senior, Licensure/Certification Inspectors and Inspectors Senior.

Supervision Received: Receives administrative direction from a division director, assistant commissioner or other agency executive.

Scope: Work affects all aspects of the agency's lawful responsibility to license/certify and regulate designated public programs on behalf of the citizens of the Commonwealth.

Impact of Actions: Work has serious long-term impact on the agency's budget, public image, exposure to litigation and the welfare of individuals served by providers or incarcerated by the State.

Personal Contacts: Frequent internal and external contact with agency management; licensees; correctional program managers; architects; health, fire and building inspectors; the Attorney General's office; legislators; clients; and the public to manage the system-wide process for licensure certification.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the agency's regulatory/certification system; of overall agency policies, programs and services; of the structure and role of federal, state and local government; of the principles of management; of program budgeting and of resource allocation policies.

Skills: None.

Abilities: Demonstrated ability to negotiate positive outcomes from difficult situations; to manage a complex statewide regulatory/certification system; to manage and supervise others; to communicate with a variety of individuals with diverse or opposing requests.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in social sciences or public administration.

Level and Type of Experience: Considerable supervisory or managerial level experience in a regulatory system which includes policy and regulation development and budget administration.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as part of the Classification Review/Specification Update Program. It accommodates certain positions in the Training Center Community Program Director, Welfare Division Assistant Director and the Corrections Evaluation and Certification Manager classes, effective June 16, 1990.
