CLASS CONCEPT/FUNCTION

This is the first class in the Licensure/Certification Management series. Positions in this class manage multiple regional licensing offices for approximately one-half of the state. The work includes budget development and administration for regional licensing operations; approving regulation variances; assisting with the development of the statewide licensing program; establishing, implementing and managing regional goals and objectives; and hearing informal appeals. This class is distinguished from the lower level Licensure/Certification Supervisor Senior class by its additional administrative duties related to the management of geographically dispersed regional licensing offices required by the size and scope of the caseload. It is distinguished from the higher level Licensure/Certification Manager by the latter's overall accountability for the statewide licensure/certification program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Positions in this class manage multiple licensing offices to include goal setting, budget development and administration, resource allocation, caseload assignments, policy development, system/client needs analysis, and insuring compliance with established law and regulations. Positions accomplish operational objectives through the supervision of Licensure/Certification Supervisors and their staffs. Positions evaluate trends and issues to adjust work force or goals. This class receives and resolves requests for information or services from the public, the media, attorneys and public officials; approves and forwards requests for injunctive actions and licensure revocations to agency head; works with providers to resolve difficult or controversial issues and determines the final outcome in the informal appeals process.

Supervision Given: Positions provide general direction to Licensure/Certification Supervisors assigned to the regional licensing offices.

Supervision Received: Positions receive general direction from the Licensure/Certification Program Manager or other agency administrator.

Scope: Work affects the administrative programmatic and fiscal operations of multiple licensing offices located throughout the state, and ultimately the health, safety and welfare of clients.

Impact of Actions: Work has moderate impact on the agency's operating budget, the effectiveness of operations and the decision to continue or suspend provider licenses.

Personal Contacts: Frequent internal and external contacts with providers, advocacy groups, the public and agency administrators to coordinate operations, interpret policies and regulations and resolve difficult issues.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of management principles; of the agency's regulatory system and lawful responsibilities; of program budgeting; and of the role of federal, state and local government.

Skills: None.

Abilities: Demonstrated ability to resolve disputes among providers, clients and the agency; to plan, organize and direct dispersed operations; to develop policy and procedure; to communicate effectively to different audiences.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public administration, social sciences, or a related field.

Level and Type of Experience: Considerable supervisory experience in a regulatory, quality assurance, or similar setting.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was developed as part of the Classification Review/Specification Update Program and accommodates certain positions assigned to the Welfare Regional Director class, effective June 16, 1990.
