CLASS CONCEPT/FUNCTION

This is the second and highest level class in the Licensure/Certification Supervisory series. Positions in this class are responsible for a major segment of the overall statewide program. Positions may devote full time to regulation/standards development or administratively and operationally supervise a portion of the statewide licensing operation for designated programs. The work involves the analysis and interpretation of statutes, promulgation of regulations, development of interdepartmental agreements, scheduling inspection visits, answering complaints, making recommendations on appeals and occasionally accompanying inspectors during site visits. Most of the technical work is accomplished by regulation writers or Licensure/Certification Inspector Seniors who are located in the Central Office or in an institution operated by the agency. It is distinguished from the higher level Licensure/Certification Regional Manager class which manages a number of free-standing regional offices requiring broad administrative duties in the area of budget administration, personnel supervision and inter-region coordination of activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Positions in this class provide training, consultation and supervision to Licensure/Certification Inspectors, Senior Inspectors and Supervisors regarding regulation development and interpretation, inspection schedules, enforcement actions and quality control of work activities. Staff may be located in the central office or in treatment institutions operated by the agency. Positions insure that standards are applied consistently, assist with complaint investigations, review appeals and recommend appropriate action, approve corrective action plans submitted by licensees, recommend approval or disapproval of variance requests and providing technical assistance to licensees regarding compliance issues. If devoted full-time to regulation development, positions evaluate the effectiveness of existing regulations, analyze agency policy and applicable legislation and develop revised or new standards. All positions establish operating objectives for their segment of the program, assist with the overall administration of the program by writing procedures, serving on interagency committees, maintaining reporting systems, reviewing applications and training staff and clients and administering a portion of the budget.

Supervision Given: Positions provide general supervision to Licensure/Certification Inspectors and Senior Inspectors and paraprofessional and office services staff assigned to the program area.

Supervision Received: Position receive directions from a Licensure/Certification Program Manager or other agency administrator.

Scope: Work affects the operation of a major segment of the licensing function, the status of provider licenses and quality of care provided to clients and the health and safety of clients.

Impact of Actions: Work impacts the quality of services provided to the public, the consistent application of inspection regulations and standards and the image of the agency's licensing function.

Personal Contacts: Frequent internal and external contacts with licensees, the public, clients, local government, health and fire officials and other regulatory program administrators to coordinate licensing activities, interpret regulations, negotiate compliance/complaint issues and provide technical assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the agency's regulatory system and the needs of the population served; of program evaluation and supervisory principles; of the structure and roles of various levels of government.

Skills: None.

Abilities: Ability to analyze laws, regulations and standards; to review and write program regulations; to supervise staff; to identify programmatic or operational problems and recommend solutions; to develop operating procedures; and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in social sciences or public administration.

Level and Type of Experience: Considerable inspection or regulatory experience or related experience in a quality assurance function.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class established as part of the Classification Review/Specification Update Program. It accommodates certain positions assigned to the Program Support Consultant and Welfare Bureau Chief classes, effective June 16, 1990.
