CLASS CONCEPT/FUNCTION

This is the first class in the Licensure/Certification Supervisory series. Positions in this class provide day-to-day supervision to Licensure/Certification Inspectors assigned to a regional licensing office, supervise a portion of a specialized unit dedicated to regulation and standards development or a unit that is devoted to a targeted segment of the overall program population such as child care institutions and placement agencies. This class is distinguished from the lower level Licensure/ Certification Inspector Senior by its additional responsibility to supervise inspectors. It is distinguished from the higher level Licensure/Certification Supervisor Senior class which is responsible for supervising a major segment of an overall state program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. Positions in this class are typically responsible for supervising licensing activities in a regional office, assisting with the management of the regulation development function, or supervising a licensing unit for a targeted clientele. Duties include approving the issuance of licenses, recommending revocation, interpreting regulations and assuring consistent application of standards and regulations, scheduling inspections, resolving routine complaints, attending inspections and hiring, training and supervising a staff of Licensure/Certification Inspectors. Duties may also include supervising the criminal record clearance program for child placement agencies, the religious exemption process, program evaluation, quality assurance, assisting with regulation development and promulgation, program-wide policy development and providing technical assistance to the institutions and programs being licensed or certified as well as to the program's inspectors. Positions provide training on new or revised regulations, analyze legislation affecting the program in order to assess the impact and make recommendations, represent the agency in interdepartmental activities. Positions may administer a unit budget and evaluate the achievement of program goals.

Supervision Given: Positions provide supervision to Licensure/Certification Inspectors, Senior Inspectors and office services staff.

Supervision Received: Receives general supervision from a Licensure/Certification Regional Manager, Licensure/Certification Program Manager or other agency administrator who provides policy and operational clarification and guidance.

Scope: Work affects the licensure/certification status of diverse facilities and programs and the regulations and standards developed for the licensure/certification program.

Impact of Actions: Work impacts the health and safety of clients in licensed/certified programs, the image of the agency's program and the validity and defensibility of the regulations/standards that are developed and utilized.

Personal Contacts: Frequent internal and external contacts with agency management, the Attorney General's Office, licensees, the public, clients, advocacy groups, Board members, local government agencies and other regulatory agencies in order to coordinate licensing activities, resolve complaints, interpret regulations and give technical advice.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of regulations and standards applicable to the agency's licensure/certification program; of the social and development needs of the clientele; of the principles of supervision; of social service and health care delivery systems; of the role of state and local governments.

Skills: None identified for this class.

Abilities: Demonstrated ability to read, write, analyze and interpret legislation, regulations and standards specifically related to the program; to schedule and supervise the work of others; to hear, analyze and resolve complaints; to communicate effectively using negotiation techniques; and to establish unit objectives.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in social sciences or public administration.

Level and Type of Experience: Experience as a Licensure/Certification Inspector or experience in a related regulatory program which requires some regulation writing and interpretation.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

HISTORY

This is a new class developed as part of the Classification Review/Specification Update Program. It accommodates certain positions assigned to the State Welfare Supervisor B and State Welfare Supervisor C classes, effective June 16, 1990.
