CLASS CONCEPT/FUNCTION

This is the supervisory level class that manages the inspection of bedding and upholstered furniture to protect the consumer public throughout the Commonwealth by enforcement of the state law. Positions in this class manage the Bedding and Upholstered Furniture Inspection program by interpreting, enforcing and managing the inspection activities of Bedding and Upholstered Furniture Inspectors and by supervising office staff involved in the collection of fees for licenses and/or permits granted to bedding and upholstered furniture manufactures, re-upholsterers, sterilizers, supply dealers, and sanitizers of used bedding. This class is distinguished from the Bedding and Upholstered Furniture Inspector class by its responsibility for supervising employees, managing the inspection program, and ensuring the collection of fees for licenses and permits.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty which includes: managing the inspection of bedding and upholstered furniture throughout the state to enforce the Bedding and Upholstered Furniture Law; notifying manufacturers, licensees, rental agencies, retailers and importers of violations found by Inspectors; ensuring that non-complying violators' articles are removed from sale or from the state; coordinating the testing of filling samples by Virginia Consolidated Laboratories; following-up on complaints about law violations; acting as third party arbitrator between consumers, manufacturers and retailers; providing direct supervision, training and assistance to the Inspectors; supervising the issuance of licenses and permits to and the collection of fees from in-state and out-of-state manufacturers, importers, filling material suppliers, upholsterers, and sanitizers of used bedding to be sold in the state; conferring with manufacturers, importers, licensees, consumers, and other state bedding and upholstered furniture law enforcement officials concerning violations, reciprocity of registration numbers, and licensing information; and making decisions on the acceptability of law label samples in accordance with uniform state format and nomenclature of the Association of Bedding and Furniture Law

Officials. May inspect bedding and upholstered furniture to ensure compliance with the law, as needed.

Supervision Given: Provides direction to a small group of Bedding and Upholstered Furniture Inspectors and office support staff performing semi-complex work.

Supervision Received: Receives directions from the administrator of the Office of Epidemiology.

Scope: Positions in this class manage the Inspection of bedding and upholstered furniture which affects the physical well-being of persons.

Impact of Actions: Work has a moderate impact on the state and the agency. Decisions made by this position which result in the failure of inspectors to detect violations of the law and in the failure to take appropriate actions as required by law when violations are found, could result in the inefficient use of time, money and resources, as well as costs in terms of public goodwill and in the sanitation standards of bedding and upholstered furniture.

Personal Contacts: Frequent external contacts with retailers, upholsterers and manufacturers concerning compliance enforcement, and violations of the state law, and with citizens to receive complaints of possible violations of law. Infrequent external contacts with other state law enforcement officials concerning licensing, labeling and enforcement of the law.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of bedding and upholstered furniture products and of state laws affecting the manufacture, sale and sanitization of those products; of state fiscal and accounting procedures; and of basic principles of supervision.

Abilities: Demonstrated ability to manage a smal1, highly specialized operation; to communicate effectively both orally and in writing; to supervise the work of others; and to develop policies and procedures.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Some experience in program supervision or management to include state fiscal and accounting procedures.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class specification was established in June, 1988 as a result of the statewide Classification Review/Specification Update Program. It replaces the Bedding and Upholstery Inspection Supervisor class.
