CLASS CONCEPT/FUNCTION

This is an agency unique, journey level class that inspects bedding and upholstered furniture to protect the Commonwealth's consumer public by enforcement of the state law. Positions in this class conduct field inspections of retailers, manufacturers, renovators, upholstering businesses, and importers of bedding and upholstered furniture articles to ensure the possession of valid licenses. Positions also inspect, examine and test filling materials to ensure compliance with law. This class is distinguished from the Bedding and Upholstered Furniture Inspection Supervisor class by the responsibility for performing inspections rather than for managing and administering the inspection program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty which includes performing on-site inspections of bedding and upholstered furniture establishments to ensure that filling materials are in compliance with state law; ensuring that all articles are properly tagged and filling materials are correctly described; removing articles that are not in compliance with law; verifying validity of manufacturers' licenses; testing used bedding with an ultra-violet light to ensure that it has been properly sanitized by chemical treatment; ensuring that sterilizer permits are current; investigating complaints from citizens regarding public health problems related to bedding and upholstered furniture; and taking appropriate action as required by law.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Receives directions from a Bedding Upholstered

Furniture Inspection Supervisor.

Scope: Positions in this class perform inspections of bedding and upholstered furniture establishments which affect the physical well-being of persons.

Impact of Actions: Positions in this class have a moderate impact on the state and the agency. The work effects the issuing of licenses to bedding and upholstered furniture manufacturers, re-upholsterers, sterilizers and supply dealers to ensure conformance to State law and accuracy of filling materials as described on law labels. Failure to perform proper inspections of bedding and upholstered furniture establishments could result in the inefficient use of time, money and resources, and in failure to enforce the sanitation standards of bedding and upholstered furniture.

Persona1 Contacts: Frequent external contacts with owners and operators of bedding and upholstered furniture establishments regarding inspections and licensing; and with citizens to receive and investigate complaints concerning alleged illegal sales of bedding and upholstered furniture.

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge: Working knowledge of bedding and upholstered furniture products, and of state laws affecting the manufacture, sale and sanitization of those products.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively with the public in the performance of inspection and enforcement duties; to read and comprehend codes and regulations; to properly complete inspection forms; and to schedule and conduct inspections independent of immediate supervision.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Some experience in inspection, investigation and licensing of bedding and upholstered furniture products.

An equivalent combination of training and experience indicating possession of preceding knowledge and abilities may substitute for this education and experience.

This class specification was established in June, 1988 as a result of the statewide Classification Review/Specification Update Program. It replaces the Bedding and Upholstery Inspector class.
