CLASS CONCEPT/FUNCTION

This is the third class and supervisory level in the Industrial Hygienist series. Positions in this class are responsible for supervising a statewide occupational health program within the agency's occupational health division; or the enforcement of occupational health laws and regulations with an assigned region. Positions in this class typically set priorities; assign work; review subordinates' inspection reports and summaries; and approve citations for violations of laws, standards and regulations. Positions may conduct inspections of the most complex work sites or industries and/or those which may involve sensitive or controversial issues; and may testify in court or in administrative hearings. This class is distinguished from the Industrial Hygienist Senior class by its assigned supervisory responsibilities. This class is further distinguished from the Occupational Safety/Health Director class by the latter's statewide program management responsibilities which involve administration of several health programs.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty which involves supervising the enforcement of occupational health laws, standards and regulations within an assigned region; or supervising and directing the occupational health training and voluntary compliance program. Positions plan, organize and schedule program activities and direct the work of professional personnel. Positions in this class typically receive complaints or requests for assistance concerning occupational health standards; organize schedules for inspections of high health hazard industries and special emphasis projects; prioritize and assign cases to subordinates for investigation/inspection or consultation to ensure compliance with federal, state and program laws, regulations or standards; and review investigation/inspection reports for accuracy and applicability of occupational health standards, policies and procedures. Approves citations for violating of laws, standards and regulations; negotiates settlements with employers; extends abatement dates; assists with litigation; conducts or directs complex investigations or inspections which may involve sensitive or

controversial issues; appraises higher level administrators of sensitive, controversial issues or dangerous situations; and participates as member of the occupational health management team. Provides information concerning occupational health to employers, employees, unions, associations and the general public; and has responsibility for training subordinates. Positions also participate in personnel actions which include progress and performance monitoring and counseling; setting performance standards; and conducting performance appraisals.

Supervision Given: Provides direction to Industrial Hygienist Seniors and general supervision to Industrial Hygienists.

Supervision Received: Receives direction from an Occupational Safety/Health Director or other agency administrator.

Scope: Work affects the effectiveness and efficiency of a regional occupational health enforcement program or a statewide occupational health voluntary compliance and training program which affects the safety and well-being of the general public and of employees and employers in both the public and private sectors.

Impact of Actions: Decisions and actions could have serious impact on the agency. Ineffective or inappropriate measures or inspections could result in loss of life, injury or long-term illness for employees and the public and may incur long-term significant costs to employers and the Commonwealth in terms of time, money, services, production and the health, safety and goodwill of employers, clients, or the general public. Effective decisions result in the professional development of staff, and the compliance with and promotion of occupational safety and health standards, and the reduction of injuries and illness in the workplace.

Personal Contacts: Frequent internal and external contacts with officials from state, federal, local agencies; employers; employees at work sites; union officials and employee representatives; independent consultants; laboratories; physicians; attorneys; and the general public for the purpose of providing and obtaining information related to inspections, programs, and regulations related to occupational safety and health.

 

KNOWLEDGE, SKILLS AND ADILITIES

Knowledge: Considerable knowledge of state and federal occupational health laws, regulations and standards; of industrial hygiene practices and procedures to include hazard recognition, control and abatement measures. Working knowledge of supervisory and management principles.

Skills: Considerable skill in the operation, maintenance and calibration of sampling and testing equipment.

Abilities: Demonstrated ability to supervise and direct the work of professional employees; to effectively communicate both orally and in writing with a diverse range of individuals and groups; to gather, analyze and compile technical data for reports; to interpret inspection and laboratory findings; and to apply technical standards and determine compliance with laws and regulations.

 

OUALFICATIONS GUIDE*

Licenses or Certification: one.

Education or Training: Graduation from an accredited college or university with a degree in industrial hygiene, occupational safety and health, engineering or other scientific field related to the work.

Level and Type of Experience: Progressively responsible experience in industrial hygiene, health/safety related investigative work or the application and utilization of health/safety principles and regulations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class established in February 1989 as a result of the statewide Classification Review/Specification Update Program. This class replaces the Industrial Hygienist C class.
