DISTINGUISHING FEATURES OF THE WORK

This is the first class in the community development series. Positions in this class work with county and city officials and business executives within a specified region of the state for the purpose of improving the region's economic development. This class is distinguished from the Community Development Manager class by its responsibility for serving in a staff capacity without supervisory duties.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions perform work of considerable difficulty which involves establishing and maintaining contacts with businesses and industries in an assigned region of the state. Positions identify economic opportunities, problems and concerns and respond to requests for assistance; coordinate economic development issues between community, regional, state, federal and private agencies; collect and analyze data and prepare progress reports; implement specialized economic development programs; access and provide input to comprehensive agency files regarding state manufacturers; assist in the development of program policies; and analyze state regulatory programs and labor resources to determine their affect on economic growth. Positions may serve as a liaison between small business and government agencies by informing the businesses of laws and regulations which govern them, investigating complaints filed by small businesses and establishing linkages between small business, government and private sector resources.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Positions receive directions from a Community Development Manager or other higher level agency administrator.

Scope: Work activities affect economic growth within an assigned region of the state.

Impact of Actions: Effective job performance facilitates the expanded use of a region's economic resources which affects the growth of business and industry within a region of the state, and the overall effectiveness of the state's economic development program. Ineffective decisions and actions may result in uncultivated business relationships and unidentified economic resources.

Personal Contacts: Positions have extensive external contact with businesses, local government, regional planning commissions and regional development organizations to obtain and provide information, solve problems and provide technical assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the practices and principles of local government, business and industry; of the state's economic development program; and of agency policies and services.

Skills: None identified for this class.

Abilities: Demonstrated ability to analyze and evaluate business and industry problems and to develop effective solutions. Demonstrated ability to interpret laws and regulations and apply them to various situations.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in business, marketing, industrial engineering, or a related field.

Level and Type of Experience: Considerable experience related to economic development which included involvement with local government programs.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was established as the result of an agency study and replaces the Community Development Representative class, effective July 1, 1988.
