CLASS CONCEPT/FUNCTION

This is the single class in the Human Rights Supervisory series that is responsible for ensuring the rights of individuals residing in State operated facilities or of citizens who have disputes with service providers or employers. Positions in this class supervise the total human rights program and support staff in a complex state operated facility, or serve as an assistant to the director of an agency-wide human rights program. This class is distinguished from all classes in the Human Rights Advocate series by its formal supervisory duties.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Positions develop, manage and implement a system of advocacy to ensure quality of care and treatment and compliance with federal and state law and agency policy. Positions supervise facility or regional Human Rights Representatives, monitor investigations and negotiate the resolution of complaints or grievances. This class consults with management to improve facility conditions and the care and treatment provided to patients or inmates, and to ensure that facility policy is in compliance with the law and agency regulations. Training programs are designed and delivered to facility or regional staff at all levels including volunteer staff. Positions provide staff support to the Local Human Rights Committee, and supervise comprehensive reporting systems.

Supervision Given: Positions supervise Human Rights Advocates and Advocates Senior.

Supervision Received: Receives directions from the Human Services Program Manager or other agency administrator.

Scope: Work affects the total human rights program in a group of state operated facilities or in a single complex facility and the quality of life for the patients or inmates.

Impact of Actions: Serious long-term impact on the health and safety of patients or inmates, and the overall public image of the agency.

Personal Contacts: Frequent internal and external contact with agency managers, attorneys, clients and their families, and other state agencies to provide information, investigate complaints, conduct training, negotiate solutions to problems, and provide consultation and technical assistance.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of human service delivery or correctional systems, of federal and state laws governing or influencing the program, of program policy and procedure, of interviewing, counseling and negotiation techniques, and of the principles of supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to develop and implement major components of a statewide program, to analyze problems and recommend solutions, to design and deliver training programs, to maintain comprehensive recordkeeping systems, to provide technical consultation to others, and to supervise.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in social sciences, counseling, or a related field.

Level and Type of Experience: Considerable experience as a Human Rights Advocate, social worker, counselor, or related occupation which included involvement in conflict resolution, client intervention and case investigation.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as part of the Classification Review/Specification Update Program. It replaces the Human Resource Developer C class, effective August 16, 1990.
