CLASS CONCEPT/FUNCTION

This is the first level class in the Economist Supervisory series. This class has supervisory and technical duties such as planning and directing major projects for compilation, analysis, interpretation and dissemination through the use of economic theory and models on international, national and local economic factors affecting the State, its regions and localities. Research focuses on the allocation of resources including employment, income, transportation, trade, medical, natural resources, and agricultural products to analyze data, forecast emerging trends and to advise the public and private sector. This class is distinguished from the Economist Senior by its responsibility to supervise a subordinate professional staff. It is distinguished from the Economist Chief by the latter's responsibility to direct a major agency function dedicated to economic research and forecasting and to supervise Economist Supervisors who oversee large scale projects.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs supervisory work of considerable difficulty which requires the coordination, identification and analysis of relevant information to forecast revenues and economic factors that will assist the public and private sector in exploring policy options and making budgetary and policy decisions. Supervises a professional staff which involves project planning and coordination, establishing time tables, and resolving unusual problems. Positions are responsible for a major segment or an entire program. Positions determine which relevant economic models are developed or acquired to support the research necessary for policy decisions. The work involves developing findings and assisting to communicate them to others.

Supervision Given: Supervises a staff of Economists, Economist Seniors or Statistical Analysts performing complex research using probability, statistical techniques and economic theory to produce reliable, defensible and valid forecasts of trends.

Supervision Received: Receives directions from an Economist Chief or agency administrator who is responsible for program management.

Scope: Decisions made as a result of analysis affects planning for resource(s) utilization at the international, national, state and local level and a wide range of agency activities.

Impact of Actions: The validity and reliability of findings presented by the supervisor seriously impacts public and private sector decision making and resource(s) allocation planning.

Personal Contacts: Frequent internal and external contact with international, national, state and local agencies, officials, commissions and boards; educational and research institutions; consultants; and national and international business sector to provide information from which public and public policy alternatives are selected.

 

KNOWLEDGE. SKILLS AND ABILITIES

Knowledge: Considerable knowledge of economic theory, quantitative economic techniques, statistics, research methodologies, econometric forecasting techniques, principles of financial analysis, computer software packages and their economic applications, principles of project management and supervision, and data collection patterns.

Skills: Working skill in operation of video display terminal as a research tool.

Abilities: Demonstrated ability to supervise a professional staff, set priorities, meet deadlines, select and apply new economic forecasting techniques, and to write and communicate comprehensive economic reports.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in economics, business, statistics, or a related curriculum.

Level and Type of Experience: Considerable experience in the field of economic forecasting which included project leadership over other analysts or economists.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY
