CLASS CONCEPT/FUNCTION

This is the second and highest level class in the Economist Supervisory series. Positions in this class plan, organize and direct major economic research and forecasting functions. Duties include supervision of subordinate supervisors, contract administration, division budgeting and the establishment of project goals and time tables. This class is distinguished from the Economist Supervisor by the additional responsibility for diverse administrative and managerial activities, supervision of Economist Supervisors, and limited technical involvement in the work.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty. Plans, organizes, and directs a complex program conducting major economic research and forecasting studies. Areas of interest include demography, economics, and tax revenues. Directs the preparation of economic forecasting reports such as tax revenue forecasts, population projections, and economic analyses. Provides consultative service to the Governor's Office, the General Assembly, other state agencies, and the public. Such service may include analyses of proposed legislation and the drafting of legislative proposals. Positions oversee the development of methodologies to be employed in projects. This includes developing and applying sophisticated mathematical models to projects, and continuously evaluating and modifying methodologies. Represents the State or agency director at conferences, seminars, hearings, and negotiations involving participants from other state agencies, other states, and private business enterprises. Applies computer technology to the solution of technical and management problems. Evaluates the performance of subordinate professional and paraprofessional members of the staff. Administrative duties include division budgeting, contract administration, approving division procurement requests and conducting performance evaluations. The technical work is completed through the supervision of subordinate supervisors and their staff.

Supervision Given: Provides directions to a staff of Economist Supervisors, Senior Economists. Economists and related support staff.

Supervision Received: Receives administrative direction from the agency head.

Scope: Plans and develops agency programs which affect resources, tax revenues and economic development factors at the international, national, state and local level.

Impact of Actions: Work has serious, long-term impact on the executive decision making process within the agency and public sector, the image of the agency and on the agency budget.

Personal Contacts: Frequent internal and external contact with international, national, state and local agencies, government officials, commissions/boards, legislators, educational and research institutions, consultants, and national and international business sector to provide information affecting the selection of public policy alternatives.

 

KNOWLEDGE. SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of economic theory, quantitative economic techniques, econometric forecasting techniques, financial analysis, computer software packages and their economic applications, and the principles of executive leadership.

Skills: None identified for this class.

Abilities: Demonstrated ability to direct a major agency function, to set goals, meet deadlines, design and apply new economic forecasting techniques, and to communicate economic data on various levels

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in economics, business or statistics or related curriculum.

Level and Type of Experience: Considerable experience supervising an economics or forecasting function.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
