CLASS CONCEPT/FUNCTION

This class serves as the principal assistant to the Director of the Department of Historic Resources with responsibilities for directing the planning, staffing and execution of the programs and administrative directives for the department on a daily basis. Directs the delivery of the archaeological and preservation services programs, oversees the production of agency publications, and supervises the financial and administrative functions. Serves as Deputy State Historic Preservation Officer to carry out the National Historic Preservation Act of 1966, as amended. Assists in the promulgation of regulations, directs the staff, and ensures that all services rendered are within State and Federal guidelines. The position is distinguished from the Director by the latter's executive authority over agency management.

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring the planning and direction of four major program areas; archaeology, preservation services, administration and information services. The position is second only to the agency head in making decisions affecting the agency. Implements, monitors and evaluates major programs. Develops, interprets and administers agency policies, procedures and utilization of staff and fiscal resources to ensure conformance with State and federal mandates. Assigns and explains work assignments to administrators for new or changed programs, goals and processes; and establishes operating guidelines to implement required changes. Reviews and analyzes records and reports of work accomplishments to assess program progress, resolves problems encountered in achieving goals and objectives and takes corrective action. Participates in the selection, discipline and other conclusive personnel actions which involve key subordinate personnel. Attends or conducts management planning and policy-making meetings, provides advisory services and supervises financial and personnel management matters. Provides advice and guidance to others including boards appointed by the Governor and Agency Director. Represents the Director when absent or as designated.

Supervision Given: Directs the work of administrators who are responsible for major program areas which have a direct impact on agency operations.

Supervision Received: Receives administrative direction from the agency head. Carries out programs, projects and studies independently through a subordinate staff. Work is reviewed in terms of accomplishment of objectives and results.

Scope: Work involves management of programs which are essential to meeting agency goals, statutory mandates and delivery of services to public and private organizations as well as state agencies, local Virginia governments and federal agencies.

Impact of Actions: Position has a significant impact on the management of the agency in terms of quality of services rendered, improvement or reduction of services, and support given to the operational components of the agency.

Personal Contacts: Frequent internal and external contacts with others on issues such as policy interpretation, legislation and services rendered, with government officials, Governor's office and cabinet secretaries, and the Virginia Historic Resources Board to give status reports, findings or recommendations on policy or regulation requirements.

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Comprehensive knowledge of the agency mission, state government organization; federal and state regulations pertaining to historic preservation planning and management; policy analysis; budgeting, financial and grant management; personnel management; procurement and strategic planning.

Abilities: Demonstrated ability to plan, direct, implement and monitor systems and programs to meet desired goals; to supervise and direct the work of managers; to communicate effectively both orally and in writing; to interpret complex rules and regulations; and to analyze problems and develop logical conclusions.

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training Graduation from an accredited college or university with major course work in public administration, business administration, historic preservation, or a related field.

Level and Type of Experience: Supervisory and program management experience in strategic planning, policy analysis, and evaluation related to historic preservation.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
