Distinguishing Features of the Work

Administers the fiscal and business affairs of the Jamestown-Yorktown Foundation, and serves as deputy to the Executive Director (agency head).

Supervises fiscal and other supporting staff. Reports to the Executive Director.

The responsibilities include managing the agency financial planning and budgeting, accounting operations, capital outlay and procurement functions. Additionally, the incumbent manages the endowments and investments of the Jamestown-Yorktown Foundation, Inc. Prepares reports for the corporation's board of directors and the Internal Revenue Service, establishes and maintains systems of donor accountability and reporting, and maintains the corporation internal bank accounts.

Plans agency budget submissions, and administers appropriations and internal department budget allocations and monitoring. Establishes admissions charges with board of trustees' approval. Prepares long and short range visitor attendance, and admission charges revenue projections for forecasting and internal planning. Monitors compliance with all state and federal regulations governing financial and property management. Arranges for private insurance coverage for agency operations not covered by the state risk management program. Handles all matters pertaining to United States and foreign customs and cargo handling of artifacts and exhibits shipments.

Supervises staff handling general accounting, payroll, purchasing, contracts and computerized financial reporting. Provides administrative assistance to agency personnel and EEO activities. Establishes, implements and monitors agency data processing requirements in consultation with appropriate state officials.

 

Qualification Guide

Knowledge of accounting and budgeting principles and practices. Ability to perform analytical studies and to develop fiscal program proposals. Ability to handle endowment funds investments. Ability to communicate effectively orally and in writing, and to supervise the work of subordinate staff

Graduation from a college or university with major course work in accounting or business administration or a related field, and experience related to the position's duties; or an equivalent combination of training and experience
