CLASS CONCEPT/FUNCTION

This is the second and supervisory level class in the State Police Radio Tower series. This class is responsible for supervising the installation, maintenance, repair, and inspection of towers in a statewide communications network which supports the law enforcement function and other public safety agencies. This class is distinguished from the State Police Radio Tower Technician class by its supervisory responsibilities and by its authority for final approval of all inspections.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which includes planning and scheduling inspections, repairs and maintenance of microwave and base station antennas, transmission lines, radio tower lighting systems, and related equipment which are part of a statewide communications network in support of the law enforcement function. This class has authority for the final approval of all work performed on such equipment/towers. Work also involves repairing communications equipment/structures under extremely adverse weather conditions during emergency situations in order that the State Police communications system not be jeopardized. Positions fabricate special hardware necessary for some installations; and prepare sites for the installation of towers; and erect small towers or prefabricated buildings. Supervisory responsibilities include scheduling and assigning work, providing technical assistance and approving inspections.

Supervision Given: Supervises a State Police Radio Tower Technician who performs similar installations, maintenance and inspections. Positions are responsible for reviewing and approving the work of

Supervision Received: Receives directions from a State Police Assistant Radio Engineer.

Scope: Work affects the operation of a statewide communications network which affects law enforcement in the Commonwealth.

Impact of Actions: Errors, inappropriate decisions, or non-response to emergencies will cause considerable cost in money, time and credibility to the agency and affect the safety of citizens of the Commonwealth. Effective job performance positively impacts the operation of the communications network which facilitates public safety and enforcement of laws.

Personal Contacts: Frequent contacts with various state agencies which receive installation and maintenance support for their communications networks; and with federal agencies, contractors and suppliers, and law enforcement official regarding communications installations. maintenance and inspections.

 

KNOWLEDGE. SKILLS AND ABILITIES

Knowledge: Considerable knowledge of antenna system operation and installation; of related equipment; and of electricity and electrical testing equipment. Some knowledge of supervisory principles.

Skills: Working skill in the use of carpentry and hand tools/equipment such as power tools, electric welders, acetylene torches and metal lathes.

Abilities: Demonstrated ability to install and repair radio tower antennas and equipment; to climb towers to perform duties; and to supervise the work of others

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver's license.

Education or Training: High school graduation or equivalent.

Level and Type of Experience Considerable experience in tower and antenna installation, maintenance, and inspection.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

The class was revised and retitled in December 1988 as a result of the Classification Review/Specification Program. It was formerly titled the State Police Tower Supervisor class.
