CLASS CONCEPT/FUNCTION

This single position class is the second and supervisory class in the State Public Telecommunications Analyst series. The position in this class plans, reviews and evaluates the financial and administrative operations of public telecommunications services within the Commonwealth in order to serve agencies, higher education institutions, and local school divisions. Responsibilities include coordinating several administrative functions by advising the Virginia Public Telecommunications Board, providing technical guidance and assistance to agencies/institutions/school divisions and subordinates, administering the budget, managing projects, and supervising employees. This class is distinguished from the State Public Telecommunications Analyst class by its responsibility for the supervision of subordinate staff.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty to oversee the administrative, budget and project management activities of the public telecommunications unit of the Department of Information Technology by advising the Virginia Public Telecommunications Board on policy and funding issues; monitoring the implementation of policies and guidelines for public telecommunications services through public broadcast stations; researching federal policies and trends related to public telecommunications; developing criteria for the cooperative use of public telecommunications facilities in the Commonwealth; and recommending funding appropriations. Represents the Department and Virginia Public Telecommunications Board to groups inside and outside Virginia state government, testifies at federal hearings and committees, and makes group and television presentations. Manages the employee relations functions of the unit. Provides technical responses to federal grant applications and for the development of new services for agencies/institutions/school divisions approves new public telecommunications facilities. Oversees the grant and contract administration activities of the unit, and the development of the operating budget for the Virginia Public Telecommunication Board. Researches and studies new technologies and federal laws, rules, and regulations to remain current in the latest technological and legal trends.

Supervision Given: Provides supervision to Public Telecommunications Analysts.

Supervision Received: Receives direction from an Information Technology Manager and the Virginia Public Telecommunications Board.

Scope: Work facilitates the effective and efficient use of public telecommunications services delivered within the Commonwealth, as well as the manner in which each agency's/institution's/school division's clients are served. In addition, policy and funding issues addressed by the Virginia Public Telecommunication Board are affected by advise provided by the incumbent.

Impact of Actions: Effective job performance will provide public telecommunications services within the Commonwealth, as well as increasing goodwill among department clients. Ineffective job performance can negatively affect the image of the Virginia Public Telecommunications Board, and the department, as well as negatively affect resource expenditures. Goodwill can also be negatively affected by recommending inappropriate equipment, systems and technologies.

Personal Contacts: Frequent internal and external contact with a variety of levels of executive management in the public and private sectors on matters of importance to the Virginia Public Telecommunications Board and the Department's public telecommunications programs and services.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of open broadcast, satellite, Instructional Television Fixed Service, and microwave dissemination technologies, network delivery systems, and Federal Communications Commission rules and regulations, grant and contract administration, budget administration, and state procurement policies and procedures. Working knowledge of employee relations practices and principles.

Abilities: Demonstrated ability to manage a statewide operation; develop strategic plans, make sound recommendations and decisions; organize and prioritize work activities, evaluate technological issues; communicate effectively orally and in writing, deal with a variety of people, and develop positive working relationships.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with academic course work in telecommunications, communications, business administration, or a related field.

Level and Type of Experience: Considerable experience in a progressively responsible administrative management position to include supervision of staff and responsibility for planning and evaluating programs.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
