CLASS CONCEPT/FUNCTION

This is the first class in the State Public Telecommunications Analyst series. Positions in this class are responsible for assisting agencies, higher education institutions, and local school divisions with their public telecommunications needs. Responsibilities include providing technical expertise for instructional services, grant and contract administration assistance, assistance with satellite communications, and the statewide acquisition of educational programming. Positions in this class are distinguished from the State Public Telecommunications Analyst Senior class by the latter's responsibility for the supervision of subordinate staff.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty to facilitate the utilization of public telecommunications systems by agencies, higher education institutions, and local school divisions within the Commonwealth by negotiating and coordinating activities between users and various public broadcast stations. Administers activities which are necessary to the application for and management of contracts and grants; writes and monitors contracts and grant proposals for instructional services; coordinates the purchasing of programming and materials from broadcast and production companies. Assists supervisor with the development of the operating budget for the Virginia Public Telecommunications Board; assists the management of the Department of Information Technology with special technical projects; reviews Federal Communications Commission information and writes replies for management related to such information. Makes presentations to special interest groups by sharing information related to public broadcasting and other educational technology resources. Researches and studies new technologies to remain current in the latest technological trends.

Supervision Given: Supervision is not a factor.

Supervision Received: Receives general direction from a State Public Telecommunications Analyst Senior or higher level administrative position.

Scope: Work facilitates the effective and efficient use of public telecommunications services by agency/institution/school divisions across the Commonwealth, and the manner in which each agency's/institution's/school division's clients are served.

Impact of Actions: Effective job performance will provide public telecommunications services to agencies/institutions/school divisions across the Commonwealth from public telecommunications providers. Ineffective job performance can negatively affect the agency's/institution's/school division's clients using public communications resources, as well as negatively affect resource expenditures by the Virginia Public Telecommunication Board. Goodwill can also be negatively affected by recommending inappropriate programs and equipment to service client's needs.

Personal Contacts: Frequent internal contacts with agency/institution/school board personnel across the Commonwealth to respond to requests for service, provide assistance, guidance, and research requests. Frequent external contacts with vendors to work with contract development, and members of the Virginia Public Telecommunications Board to formulate the public telecommunications budget; and station managers for public broadcast stations to negotiate, coordinate, and monitor contracts.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of open broadcast, satellite, Instructional Television Fixed Service, and microwave dissemination technologies, network delivery systems, and Federal Communications Commission rules and regulations. Working knowledge of microcomputer applications, the development of grant proposals, budget analysis and preparation, and state procurement policies and procedures.

Skills: None identified for this class.

Abilities: Demonstrated ability to develop and administer the terms of technical contracts and grants; communicate effectively with both technical and non-technical personnel; communicate effectively orally and in writing; deal with a variety of people; and develop positive working relationships.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with academic course work in telecommunications, communications, or a related field.

Level and Type of Experience: Moderate experience working as a program in a progressive telecommunications operation.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

This class was developed by a Classification Review/Specification Update team and replaces some of the positions in the Computer Center Lead Engineer class, effective July 1991.
