CLASS CONCEPT/FUNCTION

This single position class is the third and managerial class in the State Telecommu-nications Systems Planner series. This class is responsible for ensuring that telecommunications services are provided to state agencies and higher education institutions across the Commonwealth. Responsibilities include managing, planning, directing, and reviewing the activities of each regional office, as well as providing engineering and technical recommendations for voice, data, video, and facsimile telecommunication systems for all agencies/institutions in the Commonwealth. The class also ensures conformance to the Council on Information Management's (CIM's) and Department of Information Technology's (DIT's) policies and directives. This class is distinguished from the State Telecommunications Systems Planning Supervisor by its responsibility for the management of all regional offices in the Commonwealth.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty that facilitates the successful implementation and utilization of telecommunications systems for state agencies and higher education institutions statewide. The position directs the activities of regional offices by exercising independent judgement in establishing policies and procedures, developing strategic plans, evaluating the performance and effectiveness of field services, determining priorities and assigning responsibilities, providing technical assistance to the State Telecommunications Systems Planning Supervisors, and applying employee relations policies and procedures. Approves recommendations made by the State Telecommunications Systems Planning Supervisors. Evaluates, trains, and advises subordinates and state officials on technical issues for voice, data, video and facsimile technology. Approves and implements disci-plinary actions to change behavior by following established policies and procedures. Plans and administers the budget for field services. Performs the more unusual engineering duties by studying existing agency/institution telecommunications systems; designing and completing needs assessments related to current and future systems capabilities, analyzing information and designing new and upgraded tele-communications systems. Identifies requirements for equipment, hardware, software, and systems; assists in the writing of Invitations for Bid (IFB's) and Requests for Proposal (RFP's) for agencies/institutions, and reviews and approves technical specifications from agencies and higher education institutions. Attends pre-bid conferences to evaluate vendors' proposals for equipment, hardware, software, and systems to assist agency/institution management in making the appropriate decisions for telecommunications systems. Inspects completed work of contractors to ensure compliance with contractual agreements. Discusses new technologies with State Telecommunications Systems Planners and Supervisors, and officials of the Common-wealth as related to operations and studies. Duties also include ensuring that telecommunications standards, network management, and resource sharing meet the CIM's and the DIT's policies and directions. Researches and studies new technologies to remain current in the latest trends.

Supervision Given: Supervises State Telecommunications Systems Planning Supervisors, office services personnel, and contractors.

Supervision Received: Receives administrative direction from an Information Technology Division Director.

Scope: Work affects the effectiveness and efficiency of all regional offices in the Commonwealth, as well as the manner in which each regional office's and DIT clients are served.

Impact of Actions: Effective job performance enhances the effectiveness of all regional offices, and agency/institution employees in the Commonwealth, in addition to increasing goodwill among clients. Ineffective job performance can negatively affect the image of the regional offices and the agencies/institutions, as well as negatively affect resource expenditures. Goodwill can also be negatively affected by recommending and using inappropriate equipment, systems, and technologies.

Personal Contacts: Frequent internal contact with State Telecommunications Systems Planning Supervisors to provide guidance and direction, as well as officials of the Commonwealth to provide technical recommendations. Frequent external contacts with manufacturers' representatives and contractors to collect information for projects, resolve problems, and enforce contractual agreements.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Comprehensive knowledge of voice, data, video, and facsimile technologies and theories; laws, policies, and regulations related to telecommunications and the state procurement policies and procedures. Considerable knowledge of employee relations principles and practices, management principles and theories, and budget administration.

Abilities: Demonstrated ability to manage a statewide organization; develop strategic plans; organize and prioritize work activities; evaluate unusual technological issues; review designs and plans for new or enhanced telecommunications systems; write Invitations for Bid and Requests for Purchase; evaluate vendor proposals; make independent decisions; communicate effectively orally and in writing, work with a variety of people, and develop positive working relationships.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in telecommunications, information systems, computer science, or a related field.

 

Level and Type of Experience: Considerable experience as a State Telecommunications Systems Planning Supervisor, or a position with similar duties in a progressive telecommunications operation.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as a result of the Classification Review/Specification Update program and replaces one of the positions in the Communications Engineer Manager class, effective July 1991.
