CLASS CONCEPT/FUNCTION

This is the second and supervisory class in the State Telecommunications Systems Planner series. Positions in this class may be assigned to the central office or a geographic region of the state and are responsible for providing telecommunications services to state agencies and higher education institutions. Responsibilities include supervising, planning, coordinating, and organizing the activities of a telecommunications central or field office, as well as providing advanced engineering and technical recommendations for voice, data and video telecommunications systems from a central or regional field office. In addition, positions also ensure conformance to the Council on Information Management's (CIM) and Department of Information Technology's (DIT) policies and directives. Positions in this class are distinguished from the State Telecommunications Systems Planner by their supervisory responsibilities. Positions in this class are distinguished from the State Telecommunications Systems Planning Manager class by the latter's responsibility for all Department of Information Technology regional field offices.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty that facilitates the successful implementation and utilization of telecommunications systems for multiple state agencies and higher education institutions in geographic regions of the state. Positions supervise a regional field office requiring the exercise of independent judgment in determining priorities, scheduling work, and applying employee relations policies and procedures. Some positions in this class may have as their primary function the responsibility for supervising the development and evaluation of technical specifications for the procurement of telecommunications equipment or services for DIT and state agencies. Reviews and approves recommendations made by State Telecommunications Planners. Evaluates, trains and advises subordinates on technical issues for voice, data, video, and facsimile technology. Recommends and implements disciplinary action to change behavior by following established policies and procedures. Plans and administers the field office's budget. Performs the more complex engineering duties by studying existing agency/institution telecommunications systems, designing and completing needs assessments related to current and future system capabilities, and planning and designing new and upgraded telecommunications systems. Identifies requirements for equipment, hardware, software, and systems; writes Invitations for Bid (IFB's) and Requests for Proposal (RFP's) for agencies and institutions. Attends pre-bid conferences to evaluate vendors' proposals for equipment, hardware, software, and systems to assist agency/institution management in making the appropriate decisions for telecommunications systems. Inspects completed work of contractors to ensure compliance with contractual agreements. Discusses new technologies with State Telecommunications Systems Planners and agency/institution personnel as related to operations and studies. Duties also include ensuring telecommunications standards, network management, and resource sharing meet the CIM's and DIT's policies and directions. Researches and studies new technologies to remain current in the latest trends.

Supervision Given: Supervises State Telecommunications Systems Planners, Program Support Technicians, and contractors.

Supervision Received: Receives general direction from a State Telecommunications Systems Planning Manager or higher level administrator.

Scope: Work affects the efficiency of the central or regional field office and agency/institution personnel in the geographic region, as well as the manner in which the regional field office's and each agency's/institution's clients are served.

Impact of Actions: Effective job performance ensures the appropriate use of equipment, systems, and technologies and enhances the effectiveness of the central or regional field office, in addition to increasing goodwill among clients. Ineffective job performance can negatively affect the image of the central or regional field office and the agencies/institutions, as well as negatively affect resource expenditures.

Personal Contacts: Frequent internal contact with agency/institution employees to respond to requests for service, provide assistance, guidance, and research work order requests. Frequent external contacts with manufacturer's representatives and contractors to collect information for projects, resolve problems, and enforce contractual agreements.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of voice, data, video, and facsimile technologies, and theories; laws, policies, and regulations related to telecommunications and the state procurement policies and procedures. Working knowledge of employee relations principles and practices, supervisory principles and theories, and budget administration.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise a small group of technical employees; plan, organize, prioritize work activities; analyze and make effective decisions concerning advanced telecommunications issues; develop designs and plans for new or enhanced telecommunications systems; write IFB's and RFP's; evaluate vendor proposals; make independent decisions; communicate effectively orally and in writing, work with a variety of people, and develop positive working relationships.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with academic course work in telecommunications, management information systems, computer science, or a related field.

 

Level and Type of Experience: Considerable experience in voice, data or video communications and systems operations.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as a result of the Classification Review/Specification Update program and replaces some of the positions in the Communications Engineer, Computer Systems Senior Engineer and Computer Center Lead Engineer classes, effective July 1991.
