CLASS CONCEPT/FUNCTION

This is the first class in the State Telecommunications Systems Planner series. Positions in this class are responsible for providing telecommunications services for the Department of Information Technology (DIT) in support of agencies throughout the state. This class is distinguished from the State Telecommunications Systems Planning Supervisor by the latter's supervisory responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty that facilitates the implementation and utilization of telecommunications systems for DIT and multiple state agencies. Positions service existing agency telecommunications systems by designing and completing needs assessments related to current and future systems capabilities; conducting feasibility and cost analysis studies to recommend telecommunications products and services; and analyzing information to plan and design new or upgraded telecommunications systems involving voice, data and video technology. Identifies and defines requirements for the procurement and installation of telecommunications hardware, software and systems; writes Invitations for Bids (IFB's) and Requests for Proposals (RFP's) for agencies or DIT. Evaluates vendors' proposals for telecommunications hardware, software, and systems to assist agencies or DIT in making decisions for telecommunications systems. Inspects completed work of contractors to ensure compliance with contractual agreements. Researches and studies new technologies to remain current in the latest technological trends. Ensures that telecommunications standards, network management, and resource sharing meet the Council on Information Management's (CIM's) and DIT's policies and directions. Some positions in this class may have as their primary function the responsibility for developing and evaluating technical specifications for the procurement of telecommunications equipment or services for DIT and state agencies.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Receives general direction from a State Telecommunications Systems Planning Supervisor or higher level administrative position.

Scope: Work affects the effectiveness and efficiency of state agency telecommunications systems and the manner in which each agency's clients are served.

Impact of Actions: Effective job performance will ensure appropriate use of equipment, systems, and technologies, and enhance the effectiveness of agency employees and increase goodwill among clients. Ineffective job performance can negatively affect the image of the agency served as well as resource expenditures.

Personal Contacts: Frequent internal contact with DIT or state agencies to respond to requests for service, provide assistance, guidance, and monitor the status of work order requests. Frequent external contacts with vendors or local carriers to collect information for projects, resolve problems, and enforce contractual agreements.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of voice, data and video technologies and theories; telecommunications laws and regulations, and of state procurement policies and procedures.

Skills: None identified for this class.

Abilities: Demonstrated ability to develop and administer technical needs assessments; communicate specialized information to technical and non-technical personnel; communicate effectively both orally and in writing; deal with a variety of people; and to develop positive working relationships.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with academic course work in telecommunications, management information systems, computer science, or a related field.

Level and Type of Experience: Moderate experience in telecommunications systems, network analysis, design, and engineering; project management; and development of technical specifications.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

This class was developed by a Classification Review/Specification Update team and replaces some of the positions in the Telecommunications Planner, Communications Engineer, and Computer Systems Senior Engineer classes, effective July 1991.
