CLASS CONCEPT/FUNCTION

This is the third and managerial class in the State Telecommunications Engineer series. Positions in this class manage multiple telecommunications services sections involved with providing transmission engineering services for voice, data, and video networks to all state agencies. This class is distinguished from the State Telecommunications Engineer Supervisor by its responsibility for managing multiple telecommunications engineering functions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of unusual difficulty to manage the development of detailed engineering studies, plans, proposals and technical specifications to ensure technical quality for statewide telecommunications networks and services. Manages sections providing network traffic performance and equipment analysis in order to recommend effective and efficient network changes to upper management. Coordinates the collection and compilation of information from other telecommunications sections to provide network performance reports and engineering specifications in support of state agency telecommunications requirements. Evaluates telecommunications network feasibility studies and cost/benefit analyses of new vendor products to determine effective and efficient services for state agencies. Advises state agencies on network strategies and alternatives to maintain statewide compatibility. Supervises the administration of multiple statewide telecommunications services contracts and coordinates enforcement of contractual obligations with vendors. Implements the Council on Information Management (CIM) statewide telecommunications network strategies and initiatives. Assists CIM in the development and enforcement of telecommunications network policies, standards, and guidelines in regard to acquisitions of equipment, facilities and services. Develops short and long term operational plans, objectives, strategies and standards in support of CIM strategic initiatives and agency telecommunications requirements. Prepares impact reports on the filing of new tariffs by telecommunications network vendors with the State Corporation Commission (SCC) and the Federal Communications Commission (FCC) to make recommendations on efficient and effective statewide telecommunications network services. Develops and maintains internal and external budgets for telecommunications services and equipment.

Supervision Given: Supervises a staff of State Telecommunications Engineer and Network Supervisors.

Supervision Received: Receives administrative direction from an Information Technology Division Director.

Scope: Positions manage telecommunications engineering sections which affect the quality of statewide voice, data and video telecommunications systems and compatibility of statewide telecommunications facilities, equipment and services with CIM strategic directions.

Impact of Actions: Effective job performance ensures efficient utilization of statewide voice, data and video telecommunications systems and congruence with CIM strategic initiatives. Ineffective job performance may result in telecommunications systems failures in state agencies that could be costly in terms of financial loss, disruptions in services and loss of goodwill among clients and the general public.

Personal Contacts: Frequent internal contacts with state agency heads and executive management in order to implement network services and facilities. Frequent external contact with vendors in order to provide oversight for statewide telecommunications service contracts. Occasional external contacts with vendors to discuss new network products and services, and with other states' telecommunication agencies to exchange information and data to resolve problems.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of telecommunications networks, equipment, services and features; of management principles and practices; and of state organizational structure.

Skills: None identified for this class.

Abilities: Demonstrated ability to analyze, plan and develop requirements for telecommunications networks, equipment, services and features; to manage multiple projects and establish priorities in a technical organization and a public environment.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in telecommunications, engineering, information systems or related fields.

Level and Type of Experience: Considerable experience in managing telecommunications activities involved with voice, data and video network and system design, development and implementation.

An equivalent combination of training and experience indicating possession of the preceding knowledges, skills and abilities may substitute for this education and experience.

CLASS HISTORY

This new class was established as a result of the Classification Review/Specification Update Program and replaces some of the positions in the Information Technology Manager class, effective January 1991.
