CLASS CONCEPT/FUNCTION

This is the second and supervisory class in the State Telecommunications Engineer series. Positions in this class supervise a telecommunications engineering staff which is responsible for evaluating current and proposed voice, data and video telecommunications engineering plans, and developing recommendations for the enhancement, expansion, and/or consolidation of telecommunications equipment, facilities and services for state agencies. This class is distinguished from the State Telecommunications Engineer by its supervisory responsibilities. It is further distinguished from the State Telecommunications Engineer Manager by the latter's responsibility for managing multiple engineering functions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty to supervise a telecommunications engineering staff in support of statewide voice, data and video telecommunications systems. Supervises a telecommunication engineering staff which is responsible for the evaluation and design of voice, data and video telecommunications equipment, such as, but not limited to, data terminal to computer connectivity, computer to computer connectivity, analog to digital conversion using modems, common carrier private and switched circuits, and satellite and microwave transmission. Manages engineering projects for voice, data and video telecommunications equipment, facilities and services. Coordinates project progress with higher level administrators and telecommunications vendors. Consults with state agencies to provide technical recommendations or financial analyses in designing, developing and providing detailed and technical specifications for effective and efficient solutions to satisfy the agency's telecommunications requirements. Develops procedures, guidelines and technical specifications for the linkage and compatibility of video and data telecommunications equipment, networks and services. May approve state agency procurement of telecommunications equipment and services. Assists in the development of telecommunications operational plans, objectives, and standards for the Department of Information Technology (DIT) and other state agencies. Researches new telecommunications products to determine their effectiveness and efficiency in resolving networking problems. Responsible for employee relations management and performance evaluations. Measures performance and utilization of network components to ensure optimum service levels are maintained. Researches and studies technologies to remain current in the latest technological trends. May participate in the internal and external budget development processes.

Supervision Given: Supervises a staff of State Telecommunications Engineers, and/or State Telecommunications Systems Planners.

Supervision Received: Receives general directions from a State Telecommunications Engineer Manager, or an Information Technology Manager.

Scope: Positions supervise work which affects the technical quality of statewide voice, data and/or video telecommunications systems.

Impact of Actions: Effective job performance ensures efficient utilization of statewide voice, data and/or video telecommunications systems. Ineffective job performance may result in telecommunications systems failures in state agencies that could be costly in terms of financial loss, disruptions in services and loss of goodwill among clients and the general public.

Personal Contacts: Frequent internal contacts with state agency heads and executive management to respond to requests for the analysis and design of voice, data and video transmissions and services. Frequent external contacts with telecommunications vendors to provide or obtain technical specifications, technology updates and costs.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of the principles of engineering design, development and implementation of voice, data and video telecommunications networks; telecommunications project coordination; and working knowledge of the principles of supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise the work of technical employees designing engineering plans for statewide telecommunications systems; to have an understanding of rapidly changing telecommunications technology; to develop costs/benefit analyses for telecommunications projects and services; to analyze and resolve technical problems; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in telecommunications, engineering, information systems or related field.

Level and Type of Experience: Considerable experience in supervising telecommunications services involved with voice, data and video network and system design, development and implementation.

An equivalent combination of training and experience indicating possession of the preceding knowledges, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This new class was established as a result of the Classification Review/Specification Update Program and replaces some of the positions in the Computer Systems Chief Engineer class, effective July 1991.
